​PORTAL - On the morning of February 24, the Supervisory delegation of the National Assembly's Committee for Culture and Education led by Mr. Dang Xuan Phuong - Vice Chairman of the National Assembly's Committee for Culture and Education worked with Binh Duong Department of Information and Communications on the implementation of policies and laws in management, provision and use of information on websites, social networks and other information and communication content services on the Internet in the province.​

Receiving and working with the Delegation were Mr. Pham Trong Nhan - Deputy Head of the Provincial Delegation of National Assembly Deputies; Mr. Le Tuan Anh - Director of Department of Information and Communications and leaders of a number of related departments, branches and units.

Reporting to the Delegation, Mr. Le Van Khanh - Deputy Director of the Department of Information and Communications said, currently, in Binh Duong province, there are no licensed units to operate social networks; there are 27 licensed general websites; portals, websites of departments, committees, branches, mass organizations, localities and organizations and individuals operating without licenses.

The implementation of policies and laws in the management, provision and use of information on the general website has been strictly implemented by the Department of Information and Communications, closely following the the provisions of the law and the guidance of the Ministry of Information and Communications.

The Department of Information and Communications has established a Working Group to manage online content, control and coordinate with the Provincial Police to promptly handle violations as prescribed. At the same time, strengthening management, promoting propaganda to raise awareness and culture of social network users, especially young people, so that each user is more conscious and responsible when speaking on social networks.

From 2014 to 2021, the Department of Information and Communications coordinated with the Provincial Police to inspect 392 Internet access points and public video game service points, and administratively sanctioned 11 cases with an amount of nearly 359 million VND; 21 cases of administrative violations on the website with the amount of 182 million VND; administratively sanctioned 300 social network accounts for posting, sharing and commenting on articles with false information, fake news, etc. with the amount of 137 million VND.

Basically, the Supervisory delegation highly appreciated the capacity of Binh Duong Department of Information and Communications in managing information and services in the network environment. The members of the Delegation exchanged and questioned a number of contents related to the building of human resources to meet the requirements of building a digital society; ways of managing and orienting information for the workforce, especially young workers; the child safety protection in the network environment; the unreasonableness in mechanisms and policies leading to limitations when applying sanctions to handle bad and malicious information on the network, etc.

Speaking at the meeting, Mr. Dang Xuan Phuong - Vice Chairman of the National Assembly's Committee for Culture and Education acknowledged and shared the province's difficulties in the lack of human resources to meet the requirements of the task. He asked Binh Duong Department of Information and Communications to provide documents and interdisciplinary projects on coordination in handling bad and malicious information on the network as well as specific proposals and recommendations for the Supervisory delegation to synthesize and develop fundamental and long-term solutions to improve the effectiveness of implementing policies and laws in this work.

In the morning of the same day, the Supervisory Delegation conducted a field survey at some points providing online game services in Thu Dau Mot City. According to statistics, in Binh Duong province, there are 1,140 points providing public electronic game services with certificates of eligibility for operation.
