Binh Duong: Reducing accidents and traffic jams associated with effectively controlling Covid-19 pandemic

​PORTAL - On the morning of February 23, at the Administrative Center of Binh Duong province, Mr. Nguyen Van Danh - Vice Chairman of the Provincial People's Committee chaired a Conference to summarize the work of ensuring traffic order and safety (TOS) in 2021; and deploy orientations and tasks in 2022.​

The conference was online to 09 bridge points of districts, towns and cities.

Traffic accidents decreases deeply in all 3 criteria

As reported by the Provincial Traffic Safety Committee, in 2021, the entire province had 651 traffic accidents, killing 204 people, injuring 592 people, damaging 1,085 vehicles. Compared with the same period in 2020, it decreased 700 cases (down 51.81%); decreased 71 deaths (down 25.82%); and decreased 775 injured people (down 56.69%). Traffic accidents decreased deeply in all three criteria: number of cases, number of deaths and number of injured people, no railway and inland waterway traffic accidents. There are 04 localities where the number of traffic accidents decreased by over 50% (Di An city, Thuan An city, Tan Uyen town, Bau Bang district); 04 localities had the number of traffic accidents decreased by over 10% (Thu Dau Mot city; Ben Cat town; Dau Tieng district; Phu Giao district).

The TOS situation during the peak periods of Tet, April 30 and May 01 in association with the Covid-19 prevention and control is ensured. In the third quarter, the time when Binh Duong province implemented social distancing according to Directive 16/CT-TTg for Covid-19 prevention and control, departments, branches and local authorities focused on coordinating and implementing measures to ensure traffic, organizing traffic divergence (green flow) to facilitate transportation of goods in service of production and people's life in pandemic areas. The Transport branch, Police, Military and local authorities mobilized maximum forces to participate in coordinating patrols to control and regulate traffic, arrange a standing force (24/24h) at pandemic checkpoints to ensure smooth and safe traffic and prevent the spread of the pandemic.

With the drastic direction of the People's Committee and the efforts of the branches and localities, the situation of vehicle congestion and traffic jams at peak hours has been gradually overcome, especially in localities with high density of people and vehicles participating in traffic such as Thu Dau Mot, Di An, Thuan An cities. However, traffic jams still occur because traffic lights do not work due to power outages, traffic accidents, damaged vehicles on the road. The progress of implementing long-term solutions (construction solutions) to prevent and combat traffic jams is still slow, not meeting current urgent requirements, especially key projects and works such as: Underpass, overpass at Phuoc Kien 5-way intersection, underpass at Dinh Market 4-way intersection on Binh Duong Boulevard (National Highway 13); overpass at 4-way intersection 550 on DT.743 road; pilot investment in traffic monitoring and control system.

Overcoming traffic jams, decreasing traffic accidents by 5-10%

Implementing the theme of traffic safety year 2022: "Building a safe traffic culture associated with effectively controlling Covid-19 pandemic", the Provincial Traffic Safety Committee has set the goal of continuing to raise the awareness of voluntarily obeying the law and building a safe traffic culture; striving annually to decrease traffic accidents by 5% - 10% in terms of the number of cases, deaths and injured people; continuing to effectively overcome traffic jams on main traffic axes, important traffic hubs, urban areas and prevent traffic jams when controlling the pandemic; preventing the spread of Covid-19 pandemic in transportation activities.

To achieve this goal, Mr. Nguyen Anh Minh - Director of Department of Transport said that the Department will continue to strengthen coordination with the provincial Police, local People's Committees and BOT enterprises to regularly review, inspect, maintain and repair the traffic infrastructure system under decentralized management; focus on coordinating to accelerate the implementation of long-term solutions (construction solutions) to prevent and combat traffic jams; implement pilot investment in traffic control and monitoring system.


Efforts to overcome traffic jams

Along with that, the provincial Police directs to strengthen patrolling, control and handling of violations of the law on TOS; proactively coordinate with Traffic Inspection Force and local People's Committees in controlling vehicle loads; focus on using the form of detecting and handling violations through the traffic surveillance camera system. At the same time, urgently advising the competent authorities to establish and put into operation traffic incident handling teams to contribute to solving traffic jams caused by traffic accidents and vehicle incidents.

The Department of Information and Communications is in charge of coordinating to propose the establishment of a provincial general hotline phone number on receiving and coordinating in handling information and reflections from people about TOS situation and traffic accidents, focusing on the integrated plan using the phone number of the switchboard 1022 of Binh Duong province.. 

The People's Committees, Traffic Safety Committees of districts, towns and cities regularly direct functional units to inspect, maintain and repair the traffic infrastructure system under decentralized management, timely detect, overcome factors that cause traffic insecurity.

Speaking at the conference, Mr. Nguyen Van Dich asked the Provincial Traffic Safety Committee to organize a preliminary review of piloting hourly traffic divergence and routing to propose solutions to overcome shortcomings and problems. At the same time, immediately implementing the establishment of a Steering Committee for building mobile traffic incident handling teams; investing in the installation of traffic control and surveillance camera systems to detect and handle traffic violations; maintaining and repairing traffic structure system, signal lights, traffic signs; reviewing and identifying the "black spots" of traffic accidents to have a timely handling plan.

Emphasizing the theme of the traffic safety year 2022, the Vice Chairman of the Provincial People's Committee suggested that the functional branches step up propaga​nda to raise the people's awareness of law enforcement, and build a safe traffic culture.

On this occasion, the Provincial Traffic Safety Committee awarded Certificates of merit to 27 collectives and 29 individuals with outstanding achievements in ensuring TOS in 2021.
