Proposing to create special mechanisms for Binh Duong
Reporting on the socio-economic situation in 2021 in the province, Mr. Vo Van Minh said that in 2021, despite the complicated situation of the pandemic, Binh Duong still achieved and exceeded 10/18 targets of the Resolution 2021 of the Provincial Party Committee; 08 targets have not been achieved but had a higher increase compared to the same period in 2020. Specifically, the growth of Gross regional domestic product (GRDP) in the first six months of the year reached 7.23%, but due to the impact of the pandemic, the whole year only reached 2.79%. GRDP per capita was 153.6 million VND. Industrial production index increased by 4.5% (in 2020 increased by 8.02%, Plan in 2021 to increase by 9.2%). Import and export growth was high compared to the same period last year. Export turnover was estimated at 31 billion 500 million USD (in 2020 reached 27 billion 443 million USD), up 13.5%. Import turnover was estimated at 24 billion 600 million USD (in 2020 reached 21 billion 446 million USD), up 14.7%. Trade surplus reached 6.8 billion USD. Total budget revenue was estimated at 61,200 billion VND, reaching 104% of the estimate of the Provincial People's Council.
Chairman of the Provincial People's Committee Vo Van Minh reports to the Delegation on the Binh Duong's socio-economic development situation and proposals
In Nham Dan Lunar New Year 2022, the province will focus on mobilizing resources to implement regimes and policies for people with meritorious services, the poor, and support disadvantaged people, workers, especially children orphaned by parents due to the Covid-19 pandemic. It is expected that the spending budget for Tet 2022 is about 230 billion VND (up 7% compared to 2021). Due to the complicated development of the pandemic situation, it is expected that in 2022, the number of workers who do not return to their hometown and stay in Binh Duong to celebrate Tet will be about 500,000 people. Despite facing many difficulties, most enterprises still try to maintain Tet bonuses for workers with an average of 1 month's salary. The Provincial Committee of the Vietnam Fatherland Front and socio-political organizations at all levels in the province have organized many programs to visit and give gifts to disadvantaged people, including workers. The Provincial People's Committee have supported gift giving to 23,950 people with a total amount of 11.9 billion VND. Trade unions at all levels deduct the trade union's financial plan to support 639,013 union members, workers, 300,000 VND each with a total amount of more than 191 billion VND and organized activities to visit and give gifts to disadvantaged workers and employees in the province.
On behalf of the provincial leaders, Chairman of the Provincial People's Committee Vo Van Minh proposed to the National Assembly and the National Assembly Chairman to consider allowing the province to enjoy a number of specific mechanisms that other localities are being piloted such as borrowing through the issuance of local government bonds, borrowing from domestic financial institutions, other domestic organizations and from the Government's foreign loans to lend back to the province; allowing localities to actively use unused salary reform capital to supplement additional capital for compensation and site clearance; allowing the province to mobilize and borrow investment capital from suitable sources in excess of the local budget overspending limit prescribed for the province in the 2021-2025 period at a preferential interest rate to provide credit capital for projects.
Besides, Binh Duong also proposed to add 512 more civil servants and 2,754 payrolls to the Health and Education branches of the province in 2022. Providing support for the province to borrow about 10,000 billion VND from the economic recovery package to join with other legal sources to implement the plan to build 1 million houses for workers.
Creating all conditions for Binh Duong to develop
Discussing at the meeting, representative leaders of Ministries and branches highly appreciated Binh Duong's growth in the context of complicated pandemic developments, enterprises had to change to "3 on-the-spot" production. Commenting on the development orientation of Binh Duong, Deputy Minister of Transport Nguyen Xuan Sang said that Binh Duong needs to focus on planning large-scale river and inland ports to facilitate the circulation of goods. Coordinating with the Ministry of Transport to expand depots on Saigon and Dong Nai rivers.

Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue said that 2021 is a year full of hardships, especially difficulties and challenges for the implementation of socio-economic development tasks, but with the efforts to overcome difficulties, the entire country has ensured the welfare work, well implemented security, order and social safety.
