Binh Duong: Reviewing policies for F0, F1 and grassroots medical staff performing Covid-19 prevention and control

​PORTAL - On the afternoon of January 19, at the Provincial Administration Center, Mr. Nguyen Loc Ha - Member of Provincial Standing Party Committee, Vice Chairman of the Provincial People's Committee chaired and listened to the report on the plan to implement the policy for people infected with Covid-19 (F0) and the policy to support grassroots medical staff participating in pandemic prevention and control in the coming time.

As reported by the Department of Health, over the past time, Binh Duong has implemented a meal support regime for people who have to be treated for Covid-19 infection and medical staff who are on duty 24/24 hours at medical quarantine treatment facilities in the provinc​e in accordance with regulations. However, according to Resolution No. 68/NQ-CP of the Government, these support regimes are only applied until the end of December 31, 2021. Therefore, the Department of Finance has coordinated with the Department of Labour, War Invalids and Social Affairs and the Department of Health to agree: Immediately, while waiting for the guidance of the Central Government, medical facilities will collect meal fee as regulated for people who have to be treated at medical facilities (F0), and those subject to concentrated medical quarantine (F1) according to the requirements of pandemic prevention and control. Particularly, the case of people in concentrated medical quarantine who are from poor or near-poor households according to regulations, they will be supported by the state budget with expenses according to the provisions of Resolution 16/NQ-CP dated January 01, 2021, including meal fee of 80,000 VND/person/day.

 

Overview of the meeting

Regarding the treatment costs for Covid-19 patients, complying with the provisions of Resolution No. 96/NQ-CP. Specifically, the payment of medical examination and treatment expenses for Covid-19 patients is guaranteed by the state budget according to actual costs; expenses for treatment of other diseases in the course of Covid-19 treatment comply with the law on Health insurance, medical examination and treatment.

As for the policy for mobile medical stations, salaries of medical staff are made under short-term contracts as agreed by the Labor Code. The allowance for pandemic prevention and control according to Resolution 16/NQ-CP is paid with a support level of 150,000 VND/person/day. These policies will be implemented until the end of January 2022.

 

Binh Duong develops support policies for grassroots medical staff performing Covid-19 prevention and control

It is expected that by 2022, the province will have 196 mobile medical stations. In order to timely have funds to maintain the operation of mobile medical stations in the province and establish more mobile medical stations from February 01, 2022, the Department of Health advises and develops support policies for grassroots medical staff performing Covid-19 prevention and control in Binh Duong province. Accordingly, it is expected that the monthly support for officials working at health stations and polyclinics in communes, wards and commune-level towns is 3 million VND for the title of Doctor; 2 million VND for the remaining positions. Support for contract staff working at mobile medical stations in communes, wards and commune-level towns monthly is 5 million VND for the title of Doctor; 3 million VND for medical professional title; 2 million VND for other medical non-professional titles.

At the meeting, the delegates focused on discussing operating expenses for mobile medical stations, names, procedures for submitting and promulgating support regimes for medical staff, etc.

Concluding the meeting, Mr. Nguyen Loc Ha said that the policy of establishing mobile medical stations is to meet the requirements of the Covid-19 prevention and control, especially during the peak pandemic period, to support traditional medical stations. Under the new normal conditions, the Health branch should continue to advise on the development of a Project to improve the quality of grassroots health care to meet the needs of people's health care. Through discussion and opinions at the meeting, the Vice Chairman of the Provincial People's Committee basically agreed with the support policy for grassroots medical staff performing pandemic prevention and control; however, regarding the process and procedures for promulgating policies and operating expenses for mobile medical stations, it is recommended that the Health and Finance branches continue to discuss and adjust based on the actual situation and ensure full legal basis.
