In order to support enterprises to gradually restore production and business activities in the new situation, the Industry and Trade branch will simultaneously deploy groups of short-term and long-term solutions. Specifically, short-term and urgent solutions for the socio-economic recovery period, such as organizing the well implementation of regulations on pandemic adaptation and response in the new situation for the fields managed by the branch. Collaborating with the Health branch to improve the capacity of the health system through enterprises and communities taking responsibility in testing and treating F0, forming a Mobile medical station, etc. Ensuring safe operation of pandemic prevention and control when reopening the entire distribution system, including: Traditional markets, shops, commercial centers; ensuring to prepare the source of goods and meet the demand for goods, especially on the occasion of the Nham Dan Lunar New Year 2022.

The branch will also actively develop scenarios to cope with the risk of pandemic that may develop more complicated, associated with plans to regulate goods circulation, and organize production activities of enterprises. Inspecting and supervising the implementation of the set of criteria for assessing the pandemic prevention and control safety for enterprises and units under the task of state management of the branch, promptly detecting and guiding shortcomings and difficulties of enterprises to propose relevant levels and branches to remove and solve.

For the group of long-term solutions, according to Mr. Toan, the province is interested in restoring the supply chain from circulation to production and distribution. Ensuring smooth circulation in the province and between Binh Duong and other localities, including having a plan for pandemic outbreaks again by building a close and smooth coordination mechanism among localities and the unified direction of the Government, Ministries and Central branches. Improving and forming linkage chains between enterprises, especially small and medium-sized enterprises with large enterprises, domestic enterprises with foreign-invested enterprises. Continuing to accelerate the restructuring of the industry, giving priority to attracting industries using new and high technology with high added value, having a spillover effect, connecting production and supply chains.

Advising on the development of high-quality service industries, notably logistics and e-commerce activities, contributing to reducing costs and increasing competitiveness for Binh Duong enterprises on the basis of supporting investors to speed up the implementation progress, invest in building infrastructure of industrial clusters; developing the system of inland wharves and ports, building a modern logistics system ICD; continuing to advise the province to implement the roadmap for relocation and functional conversion of industrial parks and clusters in the South.

 Focusing on strong application of information technology, improving the quality of official duty performance; reviewing, simplifying, and reducing the time to carry out administrative procedures; contributing to the successful implementation of e-Government and Binh Duong Smart City, accompanying enterprises in digital transformation towards the goal of completing the modern administration and digital economy, increasing the competitiveness of enterprises. Stimulating the labor market

Responding to delegates' questions about solutions to support enterprises in restoring labor resources after production activities return to the new normal, Mr. Bui Minh Tri - Head of the Provincial Industrial Zones Authority said that so far, 422,499 workers have returned to work in industrial parks, accounting for 87% of the total number of workers before the Covid-19 pandemic. Thus, the number of workers in industrial parks who have not returned to work compared to before the Covid-19 pandemic is 63,000 (accounting for 13% of the number of workers before the Covid-19 pandemic).

Faced with the situation of enterprises returning to production in the new normal, provincial leaders visited provinces in the Mekong Delta, 3 provinces in the Central Highlands and Quang Nam province to discuss coordination with Binh Duong province to support workers returning to Binh Duong to work. The Provincial Industrial Zones Authority has also coordinated with the Department of Labor, War Invalids and Social Affairs, the Provincial Confederation of Labor and enterprises to implement measures to support enterprises. Binh Duong has many policies to attract workers back to the province to work

The Provincial Industrial Zones Authority has also directed industrial park investors to set up and operate Mobile medical stations in industrial parks to take care of the health of workers in general and participate in the treatment of workers infected with Covid-19 in particular. Up to now, most industrial parks have Mobile medical stations. The Authority will continue to suggest that investors pay attention to directing Medical Stations in industrial parks to promote their role in Covid-19 treatment in industrial parks.

At the same time, directing enterprises in the industrial park to pay attention to strengthening the medical section at the enterprise according to regulations, focus on taking care of the material and spiritual life of workers, ensure the legitimate rights and interests of workers, especially take care of accommodation conditions for workers, actively coordinate with the Authority and local health authorities in the Covid-19 prevention and control to ensure the full implementation of rights for workers, ensure that 100% of workers, including those from localities returning to work in enterprises, are fully vaccinated, and Covid-19 infected cases are supported and treated according to regulations.

In the long term, the province has launched a program of worker housing, social housing, and upgrading boarding houses with the policy of building 1 million housing units for workers at reasonable prices to create conditions for workers to have stable accommodation.
