Sustainable socio-economic recovery and development in the post-Covid-19 period

​PORTAL - In the morning of December 06, in Hanoi, the Central Economic Commission held the teleconference on the third Industry 4.0 Summit 2021 themed "Sustainable socio-economic recovery and development in the post-Covid-19 period and accelerating modernization and industrialization in digital era".

Politburo member, Prime Minister Pham Minh Chinh; Politburo member, Head of the Central Economic Commission Tran Tuan Anh; Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang co-chaired the Forum.

Attending at Binh Duong bridge point were Mr. Nguyen Hoang Thao - Permanent Deputy Secretary of the Provincial Party Committee, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and leaders of departments and branches.

This is the third time, the Central Economic Commission organizes the Forum. The annual forums attract the special attention of the domestic and international community, contributing to advising on the formulation of the Party's guidelines and lines on the country's socio-economic development, including those of proactively participating in the Fourth Industrial Revolution. The forum is especially important in organizing the implementation of the Resolution of the 13th Party Congress, specifically the goals related to industrialization and modernization of the country.

The forum focuses on two important foundational contents: In the context of the complicated development of the Covid-19 epidemic, the coming post-Covid-19, it is necessary to take action to continue to overcome and make good the existing damage, difficulties, and shortcomings. From there, realizing the goal of sustainable development and in the direction of industrialization and modernization as the Party's Resolution has set out for the coming period. At the same time, inheriting the guidelines and views on industrialization and modernization in the previous congresses, continuing to research to develop a new Resolution of the Central Government on industrialization and modernization to 2030, with a vision to 2045.

The forum listened to the Ministry of Planning and Investment present a policy framework for sustainable socio-economic recovery and development associated with the Covid-19 prevention and control strategy. Accordingly, there are 5 main groups of tasks and solutions: Implementing the roadmap to open the economy in association with pandemic prevention and control; social security; supporting the recovery of enterprises, cooperatives and business households; developing infrastructure, unlocking resources for socialization investment and development; perfecting mechanisms and policies, administrative reform, and improving the business investment environment.

Dr. Mary C.Hallward-Driemeier – Senior Economic Adviser on Finance, Competitiveness and Innovation, World Bank (WB) gave an overview of the global economic future and policy suggestions for Vietnam. 03 global trends in the coming time: Industry 4.0 is accelerating but unevenly across industries, fields and segments of global value chains (GVCs); Globalization and GVC models are adjusting to, rising populism, trade tensions, as well as broader concerns about resilience and adaptability to shocks; service digitization is also accelerating, especially with a deeper level of digitalization.

Also at the Forum, experts, delegates and leaders of ministries and branches presented presentations on industrialization in the digital era; innovation for recovery and development in the post-Covid-19 era; suggestions on the Policy Framework for sustainable socio-economic recovery and development in association with the Covid-19 prevention and control strategy; recommendations on models and policies to promote industrialization and modernization on the basis of science, technology and innovation, etc.

Speaking at the Forum, Prime Minister Pham Minh Chinh assessed that at the Forum, experts, delegates, and leaders of ministries and branches made many profound recommendations and solutions of strategic importance, contributing to advising on the development of policies on socio-economic development of the country, including guidelines and policies to actively participate in the Fourth Industrial Revolution. Vietnam is implementing two parallel programs on policy of sustainable socio-economic recovery and development and Covid-19 prevention and control. The socio-economic recovery and development in the coming time needs two factors: internal resources (people, nature, culture) are identified as long-term strategies and external resources (capital, science and technology, human resources) are of great significance and have a breakthrough, etc.
