Going in the right direction in pandemic prevention and control
As reported by the Provincial Steering Committee for Covid-19 Prevention and Control, the 4th pandemic wave took place over 6 months. Facing extremely complicated developments of the pandemic situation, the province has synchronously implemented many solutions under the direction of the Government and the Prime Minister with the motto of taking communes, wards and towns as "fortresses", people as "soldiers", service centers and subjects of pandemic prevention and control; implemented measures to encircle and narrow the "red zone"; expand, protect the "green zone", control and prevent infection sources, new infection chains, etc. Up to now, most of the community outbreaks in the province have been controlled. Especially since the implementation of the Government's Resolution no. 128, the pandemic situation has continued to have many positive changes. Only in the last 2 weeks of November (from November 16, 2021 to November 30, 2021) the number of new cases decreased by 45.8%; cases detected in the community decreased by 39.3% and 44% of deaths compared to 01 month ago.
With the spirit of "safe, flexible adaptation and effective control over the Covid-19 pandemic", localities have made efforts to effectively control the pandemic, restore production and business, and develop socio-economy, bring people's daily life gradually back to the new normal. Up to now, Binh Duong has 9,638/12,894 industrial production enterprises registered to operate again, reaching 74.7%, with a total number of workers 872,000/1,068,000, accounting for 81.6% of workers.
Regarding social security, in addition to the general policies of the Central Government, the province also promptly issued decisions to reassure people. Up to now, Binh Duong has supported 3,834,960 turns of people, with the amount of 2,646,075 billion VND according to Resolution no. 68/ND-CP, Resolution no. 04/2021/NQ-HDND and Decision no. 12/2021/QD-UBND.
At the same time, more than 14,000 units with over 1 million workers are entitled to the policy of reducing the insurance premiums for occupational accidents and diseases and the policy of temporarily suspending payments to the retirement and survivorship fund. For the policy to support workers and employers affected by the Covid-19 pandemic, over 651 billion VND has been approved to support 9,776 units, with over 278,000 workers, etc.

Speaking at the conference, Assoc. Prof. Dr. Nguyen Lan Hieu - Director of Hanoi Medical University Hospital said that Binh Duong was on the right direction to well control the pandemic, and the province also opened up at the right time when the rate of vaccine coverage in the community was maximized. Emphasizing the role of vaccines in pandemic prevention and control, Assoc. Prof. Dr. Nguyen Lan Hieu said that vaccines play an important role in contributing to pandemic control, helping to reduce the rate of aggravating patients; therefore, in the coming time, the province needs to have a policy and plan on vaccination in the new period suitable to the actual situation. "The most important issue is that the province needs to strengthen and reform the grassroots health care in terms of facilities, medicines, oxygen, and human resource training. The treatment in this period must be different from the old one, the patient must be individualized, a patient dies, forcing us to ponder; the treatment must be timely, correct and complete, in addition, the province must strengthen ICU medical staff, have policies and regimes to attract good doctors and nurses capable of treating severe patients" – he emphasized.
Assoc. Prof. Dr. Nguyen Lan Hieu suggested that the province remove the concept of F1, F2, F3 so as not to discriminate against infected people. In particular, grassroots medical units need to be classified as F0 for early treatment or home treatment. Encouraging people to make medical declarations when detecting suspected infections, consolidating a small and compact mobile medical station, applying information technology to be ready to meet the requirements of all pandemic situations.
Actively developing response scenarios in the new situation
As assessed by the Provincial Steering Committee for Covid-19 Prevention and Control, although the pandemic situation has been controlled, there are still cases of community infections with unknown sources of transmission, which pose a potential risk of a re-emergence of the pandemic, especially with the appearance of the new Omicron variant. In order to continue to closely follow the pandemic situation, proactively adapt safely, flexibly, and effectively control the Covid-19 pandemic, Binh Duong needs to develop 7 key solutions, in which the role of the health system is the pillar, the center, the key in the pandemic prevention and control. Continuing to build and perfect the grassroots health system into practical and effective operation; strengthening the ability to collect, treat, organizing training, improving the capacity of tracing, testing, medical quarantine and treatment in the locality; regularly updating pandemic levels in localities to adjust appropriate measures for Covid-19 prevention and control. Implementing synchronously specific measures to reduce the number of deaths from Covid-19. Each district-level unit researches and invests in building at least one F0 collection and treatment facility with an appropriate scale according to the 3-tier tower model (in addition to the existing medical centers). Improving the treatment efficiency of the ICU for severe Covid-19 patients to reduce deaths. Traditional medical stations and mobile medical stations must have hospital beds; proactively ensure all kinds of supplies, equipment, medicines, medical oxygen, etc. and other necessary conditions to cope with pandemic levels, achieving high efficiency in treatment.
Binh Duong continues to build and perfect the grassroots health system into practical and effective operation
In 2022, establishing and putting into operation the Outpatient Emergency Center under the Binh Duong Smart City Project to support grassroots health care. Arranging, recruiting, training and fostering medical human resources to effectively promote the facilities and equipment that have been invested and built to meet the requirements in the new period. Regarding vaccination, ensuring the schedule for people to be vaccinated with 2 doses as planned; developing and implementing vaccination plans for children according to the age groups prescribed by the Ministry of Health.

In order to continue to closely follow the pandemic situation, proactively adapt safely, flexibly, and effectively control the Covid-19 pandemic, the Chairman of the Provincial People's Committee suggested that each member of the Steering Committee for Covid-19 prevention and control at all levels, branches and localities, along with a team of officials, civil servants and public employees in the entire province should look frankly, analyze carefully, thoroughly, and comprehensively evaluate the pandemic prevention and control of each unit and locality, especially individual and collective responsibilities in the past time to orient and propose fundamental solutions, suitable to the actual conditions of each unit. The Chairman of the Provincial People's Committee emphasized, implementing dual goals but must put the health and life of the people first, first of all; solutions for pandemic prevention and control need to be based on science, suitable to local realities and conditions; ensure that people are best protected against the pandemic, have access to the earliest and fastest medical services, right from the grassroots. Solutions for safe, flexible adaptation and effective control over the Covid-19 pandemic must be implemented decisively, promptly and drastically; ensure harmony between professional medical solutions with administrative, economic - social solutions. Taking pandemic prevention is basic and long-term; health care is the core force along with the army, police, etc. but must mobilize the participation of all forces and classes in society.
