Reporting on the situation of teaching organization and implementation of the National Assembly's Resolutions on education in Binh Duong province, Ms. Nguyen Thi Nhat Hang - Director of the Department of Education and Training (E&T) said, at the beginning of the 2021-2022 school year, Binh Duong has 728 schools (392 public schools, 336 non-public schools), with the total number of students at all levels from preschool to high school in the province being 464,251 students, an increase of more than 14,000 students.
The Provincial People's Committee has directed the Department of E&T to actively develop teaching and learning plans to cope with the complicated situation of the Covid-19 pandemic. Educational institutions have actively implemented many solutions to organize flexible teaching with diverse forms. The localities that have basically controlled the pandemic are gradually building plans to teach face-to-face. Localities at high risk of pandemic should teach online or combine online and televised learning.

From September 2021 up to now, the branch has implemented online teaching at all levels, especially at the preschool level, not organizing online teaching for children but directing preschool educational institutions to record videos and clips to guide parents to care for, nurture and educate children at home and create groups, classes, schools through social networking sites to communicate information with parents while children are at home.
For grades 1 and 2, the Department of E&T directs teaching on television through the channel of Vietnam Television and replaying it on other platforms. From grade 3 to grade 5, organizing online teaching for no more than 03 periods/day.
For secondary and high education, the organization of online teaching is implemented synchronously and conveniently because the online teaching policy is implemented early, and online teaching is not more than 04 periods/session.
Particularly for the renovation of the general education curriculum and textbooks, Binh Duong has performed well the communication, innovated teaching methods, actively changed teaching materials to suit, etc. through that, teachers and students have quickly caught up and gained trust from parents and society. Currently, teachers have quite well grasped the content and teaching methods according to the General education curriculum in 2018; the ability to apply information technology in teaching is improved, and at the same time, there is a sense of self-research and self-study to improve professional qualifications to meet the innovation trend. The cooperation between students' parents and teachers in education is constantly being strengthened.
The implementation of policies and laws in recruitment and management of general school and preschool teachers has been focused on by the province. By the end of the 2020-2021 school year, the entire E&T branch in Binh Duong province has 15,107 teachers (14,282 teachers have been recruited and 825 teachers are contracted); including 2,443 preschool teachers, 6,551 primary school teachers, 4,531 secondary school teachers and 1,582 high school teachers. According to the allowable staffing norms, the entire branch is currently short of 1,660 teachers, of which there are 266 preschool teachers, 433 primary school teachers, 831 secondary school teachers, and 130 high school teachers. In addition to recruitment, the Provincial People's Committee allows the E&T branch to perform short-term teacher contracts of less than 12 months, basically solving the temporary shortage of teachers at all levels due to the increase in the number of classes and students every year.

At the survey, the delegates discussed a number of shortcomings, proposed and exchanged solutions to overcome in the coming time. Specifically, the fact that some teachers are still not proactive and adaptive in preparing lesson plans as well as how to organize teaching in the online form, focusing on educating students on self-discipline in learning, ensuring that each period is managed effectively and safely. At the same time, parents and teachers face difficulties in supervising, taking care of and guiding students to study, especially for young students, not allowing students to be exposed to bad and toxic content on the Internet. The social imbalance due to the impact of the Covid-19 pandemic, leading to psychological effects and living conditions, may cause students to drop out of school and fail to keep up with the progress of their studies. At the same time, it is necessary to have solutions to restore non-public educational institutions to meet enough staff and teachers, especially at the preschool level.
In addition, some delegates also emphasized the promotion of the implementation of policies and laws in the recruitment, use and management of teachers in the localities, especially in localities with mechanical population growth fluctuations like Binh Duong; flexible and effective recruitment and need for "long-term" solutions to solve the situation of local redundancies and shortages of teachers in some subjects and grades.
