In addition, connecting and integrating the electronic one-stop-shop information system, the Provincial Public Service Portal with the National Public Service Portal, payment systems that meet the National Technical Regulations on data structure and format for connecting the National Public Service Portal with the Provincial Public Service Portal, Ministry-level electronic one-stop-shop information system and national and specialized databases. At the same time, propagating and guiding people and enterprises to participate in exploiting and effectively using online public services provided by provincial administrative agencies.
According to statistics, up to now, the province has implemented 1,942 administrative procedures (AP); in which, provincial level 1,557 AP, district level 258 AP, commune level 127 AP. There are 93 AP at level 3 and 1,505 AP at level 4; 1,000/1,598 public services with interactive electronic forms (referred to as e-Form); 619/1,598 public services with records arising; integrating into the National Public Service Portal 719 public services.
The roadmap for providing all online public services on the Provincial Public Service Portal in 2021 is implemented in 3 phases, specifically: Before November 26, 2021, providing 100% public service at level 2 to a higher level; before December 26, 2021, providing 100% of public services eligible for online at level 4; on January 01, 2022, officially operating public services at levels 3 and 4.
Presenting the key solutions to officially put into operation 100% of online eligible public services at levels 3 and 4, Mr. Le Tuan Anh - Director of the Department of Information and Communications said, levels and branches will review and restructure the AP handling process that is eligible to meet levels 3 and 4 to update to the Provincial and National Public Service Portal, and at the same time implement the AP handling process close to actual conditions. He emphasized that grasping the psychology of people and enterprises is very important, therefore, it is necessary to actively propagate widely on the mass media so that people can easily access it and provide specific instructions on how to do it, and support to create accounts for people and enterprises. Departments, branches and localities need to prepare enough personnel and volunteers to guide the people; create many communication channels to help people and enterprises quickly access. The preparation of technical infrastructure is also focused by the province. Currently, it has basically satisfied the operation of one-stop-shop software and the Provincial Online Public Service Portal; is implementing the establishment of online payment channels to facilitate payment of AP settlement fees. Next time, it will actively connect and share specialized databases; promote local data connection and implement e-Government construction.
Besides solutions for technology, human resources, etc., departments, branches and localities need to have high political determination; attention, direction and administration from leaders, heads of agencies and units, and smooth coordination combined with inspection and supervision.
