Previously, on the basis of the Project developed by the National Assembly Party Committee, on October 14, 2021, the Politburo promulgated Conclusion no. 19-KL/TW on the orientation of the Law building program for the 15th National Assembly tenure.
The Politburo's conclusion clearly states that the goal of law-building for the 15th National Assembly tenure is to synchronously perfect the development institution, successfully implement socio-economic development tasks for the 2021-2025 period, 12 national development orientations, 06 key tasks and 03 strategic breakthroughs set out by the 13th Party Congress.

In the process of implementing the orientation of the Law building program for the 15th National Assembly tenure, the Politburo noted that the formulation and promulgation of laws must be careful, certainly, do well at each stage, place high requirements on quality, do not follow the quantity, must closely and promptly meet the requirements of practice.
Issues that are urgent, clear, proven by practice, and have a high degree of consensus will only be required to formulate and promulgate laws; Although urgent and necessary issues, but new issues, have not yet reached a high consensus, pilot implementation can be prescribed. In the immediate future, law projects with complicated contents, with many different opinions, need more time for careful and cautious research, will not be implemented. Focusing on perfecting a complete, synchronous, unified, timely, feasible, stable, public, transparent, and internationally competitive legal system; taking the legitimate rights and interests of people and enterprises as the focus; strengthening supervision and control over the exercise of state power; promoting innovation. Immediately overcoming the situation of unstable legal documents, "framework law, pipe law", slow promulgation of detailed regulations and implementation guidelines.
At the same time, tightening discipline, rule, upholding responsibility, especially the leader in law building; combating negativity right in the law building, not to be influenced or affected by the unhealthy behavior of any organization or individual, and not to allow the integration of "group interests" to occur, local interests of state management agencies in legal documents.
Accordingly, the Project sets out 08 major orientations and 70 specific orientations that need to be focused on implementation, and 137 legislative tasks to be studied and reviewed to report to the National Assembly for consideration of amendments, supplements or new promulgation of laws and resolutions for the 2021-2026 tenure; priority order and implementation solutions, ensuring feasibility.
On the side of the National Assembly, the National Assembly Standing Committee will promulgate a Plan to implement the Project in the near future.
The project is an important legal and political basis to contribute to the implementation of a strategic breakthrough on synchronous completion of the development institution proposed by the 13th Party Congress, at the same time, it shows practical actions to fulfill the promise of the National Assembly Chairman this tenure to voters, continuing to uphold the proactive role of the National Assembly and National Assembly deputies in legislative work and constantly changes to improve the quality of legislative activities of the National Assembly.
