Proposing to add the title of "Typical commune and ward", commend the "Glorious Youth Volunteer Medal"
The draft Law on Emulation and Commendation has 8 chapters and 98 articles with many new contents to ensure that all commendation subjects are covered, in line with the roles, responsibilities and authority of the commendation in the political system, and at the same time balance the commendation of the elected bodies and non-state sectors.
The draft Law amending and supplementing a number of criteria and standards of emulation titles has been stably implemented over the past time to be more suitable with reality; supplemented the title of "Emulation flag of the Government" for collectives when participating in thematic emulation movements launched by the Prime Minister for 5 years or more and the title of "Emulation flag at Ministerial and provincial level" for collectives when participating in thematic emulation movements launched by Ministries, branches and localities for 3 years or more in order to promote the encouraging and mobilizing effects of the movement.

Along with that, stemming from the practice of implementing emulation movements over the past time, the draft Law supplements the title of "Typical Commune", "Typical Ward and Town" which are titles summarizing the results of the emulation movement at the commune level and renames and adjusts a number of standards for the title of "Cultural village, hamlet, residential group", "Cultural family" to the title of "Typical village, hamlet, residential group", "Typical family" to unify the system of emulation titles at the grassroots level and for the family.
Notably, the draft Law supplements the commendation form of "Glorious Youth Volunteer Medal" to commend youth volunteers participating in the resistance war, building and defending the Fatherland; commendation form of the National Assembly Standing Committee to commend National Assembly deputies and individuals with outstanding achievements and practical contributions to the National Assembly's activities.
Necessary to have a management tool in emulation and commendation
Commenting on the draft Law on Emulation and Commendation (amended), deputy Pham Trong Nhan (Binh Duong Provincial Delegation of National Assebmly Deputies) said that it is necessary to have a management tool in the emulation and commendation to avoid taking advantage of loopholes to wriggle and advance.
The draft Law is still heavy on procedures when the dossier of application for emulation and commendation titles must be conditional upon an achievement report. In order to be honored, they must write an achievement report, while most individuals "promote the tradition of patriotism, dynamism, solidarity, innovation and creativity", the ultimate goal is not to be recognized and honored. What is this report for? If it's just for the state management agency to know, it seems not good because it will demonstrate the management capacity for the activities of citizens in general and officials, civil servants and public employees in particular, especially in the period of digital transformation, which has been strongly committed to deploying recently. If the achievement report is maintained, it must answer satisfactorily the case where many senior officials were disciplined, surely during the working time, they have received many emulation and commendation titles?" - Mr. Pham Trong Nhan emphasized.

According to Mr. Nhan, only when the State with a full management tool is assigned to perform the honor without requiring individuals to write an achievement report, then it will ensure the meaning of praise, especially in the context of database regulations starting to be institutionalized, just one "click" can provide fully authenticated personal data, including commendation, discipline, working process are also digitized, thus avoiding loopholes for advancement.
When a complete database has been built in the above direction, the responsibility of the appraisal also becomes more scientific; at the same time, it is necessary to focus on developing digital civil servants and scaling up the entire society. Only in this way can we contribute to changing all aspects of life, including emulation and commendation in order to make this work more substantial and meaningful.
Also according to deputy Pham Trong Nhan, what is more important is the management skills of the head. "How to grow the spirit, emotion, attitude and responsibility of officials, civil servants and collectives towards work. If the exemplary spirit is always present in each person and every situation, perhaps the emulation movement will also complete its mission because then, it has become a problem in itself, a self-perception of responsibility of officials, civil servants and public employees, because only by "cultivating personal virtue" can they "rule the family, govern the state, pacify the world" - the deputy affirmed.
At the discussion session, many opinions of the deputies emphasized that the amendment and supplementation of the standards of commendation forms in the law must ensure accuracy, no duplication or overlap; focus on commending collectives at the grassroots level, commending workers, farmers, employees directly engaged in production and business; basically overcome limitations and problems regarding competence, subjects, standards, processes and procedures for commendation, etc.
At the end of the discussion session, Minister of Home Affairs Pham Thi Thanh Tra gave a speech explaining and clarifying a number of issues of concern to the National Assembly deputies.
