Binh Duong: Well implementing social security policies, promoting labor market recovery and development

​PORTAL - On the afternoon of October 27, at the Convention and Exhibition Center of Binh Duong province, the delegation of the Ministry of Labour, War Invalids and Social Affairs led by Mr. Le Van Thanh - Deputy Minister of Labor, War Invalids and Social Affairs had a meeting with Binh Duong province on the implementation of social security policies and support for workers and employers facing difficulties due to the Covid-19 pandemic.

Receiving and working with the Delegation were Mr. Nguyen Loc Ha - Member of Provincial Standing Party Committee, Vice Chairman of Provincial People's Committee and leaders of provincial departments and branches.

Policy packages to workers in a timely and transparent manner

At the meeting, Mr. Pham Van Tuyen - Deputy Director of the Department of Labor, War Invalids and Social Affairs informed about the results of implementing support policy packages for subjects affected by the Covid-19 pandemic in the province. Specifically, implementing the policy of reducing the insurance premium for occupational accidents and diseases for 14,359 units with over 1 million workers. It has supported for more than 186,000 workers suspending labor contracts, taking unpaid leave; supported for 26,824 business households (8/9 localities basically completed), etc.

In addition, the province's own support policies were promulgated and implemented quickly and effectively. Up to now, Binh Duong has supplied rice to 2.1 million people with a total of 14,000 tons of rice. Regarding rental support for workers staying in boarding houses (300,000 VND/person), districts, towns and cities have approved to support over 1.4 million cases with a total amount of more than 420 billion VND; supported food and foodstuffs for workers with difficult circumstances staying in boarding houses (500,000 VND/person) for nearly 1.7 million cases. Coordinating with provinces to organize 46 waves to bring 11,650 people with difficult circumstances to their permanent places of residence. According to the assessment of the delegation, Binh Duong used the budget to support social security policies ranked second (after Ho Chi Minh City) in 23 provinces and cities to implement social distancing during the 4th pandemic wave. The delegation highly appreciated the direction and administration of the province to deploy policy packages to workers in a timely and transparent manner. Especially policies to support boarding house rent; support workers who suspend or temporarily suspend the employment were implemented very well by the province.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Loc Ha said that the pandemic situation in the province was basically well controlled and showed positive signs. In the coming time, Binh Duong will continue to review the beneficiaries of the Central government's policies; guide and support localities to speed up the settlement of support policies for workers and employers. Especially, the support policies have not arisen, arise little such as: Loan policy for severance pay, salary payment to restore production and support policies for employers in training, fostering and improving vocational skills to maintain jobs for workers, etc. In addition, the province will continue to support enterprises in terms of labor resources in case of labor shortages, ensuring that the production chain is not interrupted. At the same time, the province will promulgate new support policies appropriate to the local situation.

Connecting supply and demand, building harmonious and stable labor relations

The Covid-19 pandemic has strongly affected all aspects of the province's socio-economic life. In addition to maintaining pandemic prevention and control activities, the top task is to restore the socio-economy in the new normal, whereby a series of key solutions are actively developed by Binh Duong for economic recovery. In particular, focusing on supporting difficulties for enterprises and employees in safe production activities. First of all, it is necessary to speed up the 2 full doses of vaccination for people to achieve community immunity, focusing on workers in crowded enterprises, workers in industrial parks, and labors working in the fields of auxiliary, logistics, import and export, etc. to maintain production and prevent disruption of the global production value chain. At the same time, special attention should be paid to foreign workers in cities and towns with many industrial parks and enterprises to create a good mentality, retain workers, and stabilize society.

Actively promoting the effective implementation of policies to support workers and employers facing difficulties due to the pandemic. Strengthening the role of the vocational education system in coordinating and contacting enterprises affected by the Covid-19 pandemic that need support to develop training and retraining plans, improve vocational skills to maintain jobs for workers, sign association contracts with enterprises after being approved by competent authorities.

Organizing to firmly grasp the labor supply to promptly have support policies in training, fostering, support for moving, housing, etc. to bring workers back to Binh Duong province to participate in production and business activities; timely forecasting, providing complete and accurate labor market information to connect labor supply - demand, limit the imbalance of local labor supply - demand.

Improving the role and operational efficiency of the employment service system, in order to strengthen the connection between labor supply and demand, linking labor, creating confidence for workers about job opportunities, shortening the time to find a job, the time to recruit workers, increase labor force participation rate, contribute to growth and create jobs for workers. Actively grasping the situation of labor relations in the enterprise in order to promptly have a plan to prevent and settle when labor disputes or strikes occur.

In the coming time, the province needs to survey and collect accurate information on the needs of enterprises' labor resources in terms of the number and qualifications of workers in order to have suitable solutions with enterprises to solve them. In addition, the province needs to continue to well implement policies to support workers in renting boarding houses, living, traveling, and well support enterprises to restore production, etc.

Speaking at the meeting, Deputy Minister Le Van Thanh affirmed that thanks to the drastic and timely direction of the province as well as the Provincial Steering Committee for Covid-19 prevention and control, the determined efforts of branches and levels in spending to support policy packages have contributed to helping people feel secure in production and business. The wrong spending for duplicate subjects has been fully recovered by the locality, without losing money of the State budget, with no signs of profiteering. However, the province needs to urge departments, committees and branches to quickly settle and pay better support packages for workers and employers. Carefully reviewing the labor market to have appropriate support and supply solutions for enterprises, etc.​

Currently, Binh Duong has 4,504 enterprises registered and operating under the "3 on-the-spot", "1 road, 2 locations", "3 green" plans with a total workforce of over 700,000 people. Compared to the data at the end of September 2021, the number of enterprises and units returning to operation increased by 1,540 enterprises with 447,000 workers. It is expected that in mid-November, the number of enterprises returning to production and business activities will reach over 80% (about 1,059 million workers will return).
