At the inspection, the leader of the Provincial Public Administration Center explained a number of issues that the inspection team was concerned about, such as: Methods of assessing the satisfaction of people and organizations when they come to the transaction; propaganda and mobilization of people and enterprises to use online public services; solutions for interconnection between software of different units; selection of staff for the center; rate of administrative procedures (AP) dossiers handled on time, the causes of the delayed AP and how to handle and remedial measures in the coming time, etc.

Informing at the inspection, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said, Binh Duong currently has a total of 1,928 AP (provincial level 1,549, district level 252, commune level 120). Online public service levels 3, 4 is 1,598 AP (level 3: 93; level 4: 1,505). Integrating into the National Public Service Portal with 719 public services. Online public services at levels 3 and 4 account for a high proportion, but propaganda is not extensive, so the percentage of people dealing with AP online is not high. Currently, there are still 500 AP at levels 3 and 4 without E-form (electronic form). At the same time, there are 341 level 2 public services that need to be integrated to a higher level, and departments and branches focus on reviewing AP for eligibility to conduct integration to upgrade to levels 3, 4.

Speaking to direct at the inspection, Mr. Nguyen Van Loi asked departments, branches and units to make efforts, strive, apply flexibly, and synchronously implement many solutions so that by January 01, 2022, all AP dossiers will be handled online. It must be implemented to form the habit of using online public services for people. Promoting the propaganda of online public services to the people in many forms, deploying through mass organizations and political channels to guide the quarters and hamlets; providing guidance in companies, factories, high schools, and secondary schools so that students, workers and employees can act as the nucleus to guide their family members. Promoting communication in the media; developing approachable, close-knit instructional videos to deploy to public places, one-stop-shop section at all levels, and electronic boards. Especially, promoting the role of the staff of the dossier-receiving and result-delivering section directly guiding and supporting people to register accounts, submit documents online and link with banks for people to pay application fees via QR-Code. Thereby creating favorable conditions for people to access and become familiar with the use of online public services.
The Secretary requested the departments, branches and units to urgently make E-forms for the remaining 500 AP at levels 3 and 4, in the coming time, the Public Administration Center must publicize delayed dossiers of departments and branches. He suggested the Provincial People's Committee to prepare for the investment in the Smart City Operation Center, to do well to reform AP and build an e-government to create a public and transparent administration, thereby creating trust for people and enterprises to stick with the province for a long time.
