The meeting considered the contents of the Statements to develop the Resolutions: stipulating the decentralization of authority to manage and use irrigation infrastructure assets under the management of Binh Duong province; stipulating the regime of collection, payment, management and use of assessment fees for granting, re-granting and adjusting environmental permits under the authority to grant environmental permits of the provincial People's Committee and the district People's Committee in Binh Duong province; supporting medical and pharmaceutical students in training by form of orders of Binh Duong province; stipulating reservation policies for households that have just escaped poverty in Binh Duong province, in the 2022 – 2025 period.
Overview of the meeting
According to the Statement of the Provincial People's Committee, the reservation policy for households that have just escaped poverty in Binh Duong province in the 2022 – 2025 period inherits, and at the same time, focuses on developing the level and depth compared to the previous period; specifically, increasing the reservation period from 02 years to 03 years, and at the same time supplementing the reservation policy on monthly electricity bill support. Through verification, it is found that this is an important and urgent content; the Culture - Social Affairs Committee agreed with the Provincial People's Committee to submit to the Standing Committee of the Provincial People's Council for approval the proposal to develop this Resolution according to the shortened order and procedures.
Regarding the draft proposal to develop a Resolution to support medical and pharmaceutical students in training by form of orders of Binh Duong province, on August 08, 2011, the 8th Provincial People's Council promulgated Resolution 45/2011/NQ-HDND8 on supporting medical and pharmaceutical students in training according to addresses used in Binh Duong province. This is a specific policy of the province, after 10 years of implementation, up to now, the province has sent to study and signed responsibility contracts with 319 medical and pharmaceutical students trained according to the addresses used, making an important contribution in the training of young, qualified human resources for the Health branch. However, on April 10, 2019, the Government promulgated Decree no. 32/2019/ND-CP on the assignment of tasks, placement of orders, or bidding for provision of public products and services covered by state budget funds for regular expenditures, prescribing the assignment of tasks, placement of orders including the field of medical career – population. Therefore, in order to continue to maintain the implementation of the above policy and improve the quality and effectiveness of training human resources in the Health branch of the province, it is necessary and competent to promulgate new regulations to systematize policies to be consistent with current regulations and to replace the previous Resolution.
At the meeting, the Economic - Budget Committee also agreed on 02 Statements to develop the Resolutions: Stipulating the decentralization of authority to manage and use irrigation infrastructure assets under the management of Binh Duong province; stipulating the regime of collection, payment, management and use of assessment fees for granting, re-granting and adjusting environmental permits under the authority to grant environmental permits of the provincial People's Committee and the district People's Committee in Binh Duong province.

Speaking at the conclusion of the meeting, Mr. Pham Van Chanh evaluated 04 Statements to build the Resolutions which were carefully and thoughtfully prepared by the Provincial People's Committee. In which, the Statement to develop a Resolution to support medical and pharmaceutical students in training by form of orders of Binh Duong province is of particular importance in the present time. It can be seen that through the Covid-19 pandemic, the provincial Health branch has revealed limitations in human resources. Therefore, the policy to support medical and pharmaceutical students in training by form of orders needs to create favorable conditions to encourage and attract the province's medical human resources to meet both quantity and quality in the coming time. The Chairman of the Provincial People's Council requested the drafting units to absorb the delegates' comments, continue to edit the Statements, in order to ensure that when the Resolutions are promulgated, they will be realistic with the life and development requirements of the province.
