​PORTAL - On the afternoon of October 26, at the Administrative Center of Binh Duong Province, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting to listen to a report analyzing the results of the 2020 Provincial Governance and Public Administration Performance Index (PAPI 2020); the deployment of online public services at levels 3 and 4 and implementation plan in the coming time.

Deploying solutions to improve PAPI

In 2020, the PAPI is evaluated based on 08 content indicators: Participation of the people at the grassroots level; publicity and transparency in decision making; accountability of the people; control corruption in the public sector; public administrative procedures; public service provision; environmental management; electronic administration.

According to the results of PAPI 2020 announcement, Binh Duong province achieved a total score of 40.76/80 points, ranked in the lowest group, ranked 57/63 provinces and cities. Compared to 2019, Binh Duong's PAPI has 2 contents with score increased (accountability of the people, public administrative procedures), the remaining 6 contents decreased. Mr. Nguyen Van Minh - Director of the Department of Home Affairs said that the decrease in results came from many reasons. Specifically, Binh Duong has a very large proportion of migrant workers, most of who focus on making a living, with little interest in local political life. The survey area is not diversified. The reality of some places is that local authorities are still limited in managing and operating local affairs; administrative skills and service attitude in grassroots officials and civil servants are not high. Publicity and transparency in some local policies have not been paid much attention; the situation of security and order in some areas is still complicated, etc.

In order to improve the PAPI in the coming time, the Department of Home Affairs has proposed a number of solutions. In which, focusing on improving the areas in the group of low scores, improving the quality of service to the people in handling administrative procedures (AP) related to land, construction compensation, site clearance, medical examination and treatment services, education, job creation, security and order, etc. All levels and branches regularly review, update, simplify, announce and fully publicize AP. Strengthening the inspection and supervision of the implementation of contents and tasks directly related to PAPI, promptly settling people's recommendations, improving the efficiency of public services; disseminating legal education in the residential community, ensuring that people understand and comply with legal regulations, etc.

Promoting online public services at levels 3, 4

Reporting at the meeting, Mr. Le Tuan Anh - Director of the Department of Information and Communications said, Binh Duong currently has a total of 1,928 AP (provincial level 1,549, district level 252, and commune level 120). Online public service at levels 3, 4 is 1,598 AP (level 3: 93; level 4: 1,505). Being integrating into the National Public Service Portal 719 public services.

Currently, there are 344 level 2 public services that need to be integrated to a higher level and 93 public services that need to be upgraded to level 4. The Office of the Provincial People's Committee has assigned departments and branches according to the instructions to conduct the review and evaluation process to give specific numbers on the number of AP that meet the criteria to be upgraded to levels 3, 4 and must be completed before October 31, 2021.

Regarding the roadmap for upgrading public services in the near future, according to Mr. Le Tuan Anh, it is first necessary to guide people and enterprises to exploit the province's Public Service Portal through mass and political channels. Promulgating policies to encourage people and enterprises to use the provincial information systems; policies in payment of expenses for collection units and payment intermediaries to serve online payments. Internally, State agencies must thoroughly apply information technology (IT) in their operations, switching from on-demand application to compulsory IT application to solve operations, etc. Integrating and connecting the Public Service Portal, the electronic one-stop information system and professional software and shared databases to serve people and enterprises. Inspecting and supervising the implementation of reception by civil servants at the one-stop-shop section, assessing the satisfaction level of people when using the provincial systems, etc.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Minh asked the grassroots units to focus on improving the low indexes, with specific solutions to improve each component indicator of the PAPI. Promoting the role of the Fatherland Front and local mass organizations to connect people with the government to improve the indicator of the people's participation at the grassroots level. Focusing on well performing the public reception; legal aid; improving the operation of the one-stop shop section at the grassroots, etc.

As for online public services, Chairman of the Provincial People's Committee Vo Van Minh asked branches and localities to quickly review and deploy to raise 93 public services at level 3 to level 4. Urgently making 500 E-forms (electronic forms) for the remaining AP of levels 3 and 4, ensuring a friendly and easy-to-enter E-form. At the same time, raising 344 AP of level 2 to level 3, urgently deploying an interactive App, looking up information for the convenience of people. The Chairman of the Provincial People's Committee also suggested that all levels and branches need to improve coordination and implementation to continue to improve and raise the level of online public services in the coming time.
