Provisional guidance on measures for safe and flexible adaptation and effective control over the COVID-19 pandemic in cultural, sports and tourism activities

​PORTAL - The Department of Culture, Sports and Tourism provides provisional guidance on measures for "safe and flexible adaptation and effective control over the COVID-19 pandemic" in cultural, sports and tourism activities in the province.

It is requested that local agencies, committees, branches, business units providing cultural, sports and tourism services organize activities in accordance with the Guidance no. 3862/HD-BVHTTDL dated October 18, 2021 of the Ministry of Culture, Sports and Tourism on the implementation of Resolution no. 128/NQ-CP dated October 11, 2021 of the Government promulgating provisional regulation on "safe and flexible adaptation and effective control over the COVID-19 pandemic" in cultural, sports and tourism activities; Official Dispatch no. 5412/UBND-VX dated October 22, 2021 of the Provincial People's Committee on the implementation of temporary measures for safe and flexible adaptation and effective control over the Covid-19 pandemic in Binh Duong province.

Specific guidance for each pandemic level:

Appendix 01

Regulations to ensure the COVID-19 prevention and control according to each pandemic level (Level 1, 2, 3, 4) for the operation of establishments providing services with high risk of infection such as: Discotheques, karaoke, bars, video games

Measures to be taken for establishments providing services with high risk of infection such as: Discotheques, karaoke, bars, video games

At pandemic levels 1, 2, 3:

- Business establishments, employees/servicemen: must strictly and fully comply with the requirements, conditions and safety measures on pandemic prevention and control as prescribed.

- Organizing the implementation and ensuring 100% of employees and customers use PC-COVID app, scan QR code for health declaration.

- Guests outside the province: participants must meet one of the following conditions: Having received a full dose of COVID-19 vaccine or recovered from COVID-19; and having negative test results within 07 days.


Appendix 02

Regulations to ensure the COVID-19 prevention and control according to each pandemic level 1, 2, 3, 4 for organizations, agencies and enterprises in the operation of resorts, hotels, motels, tourist attractions; cultural, artistic, physical training and sports performances

1. Measures to be taken for establishments, resorts, hotels, motels, tourist attractions

- Only organizing sightseeing activities at tourist sites, attractions, indoor gathering events and group tour programs with less than 25 people.

- Tourist accommodation and food service establishments in tourism business establishments may operate at no more than 80% of their capacity at the same time; means of transport for guests not to use more than 50% of the seats

Stopping operation/  Operated with restrictions:

- Stopping sightseeing activities at tourist sites and attractions; stopping to organize gatherings of more than 20 people indoors; stopping tourism programs in the province, going to and from the province.

- Tourist accommodation and food service establishments in tourism business establishments may operate at no more than 30% of their capacity at the same time; means of transport for guests not to use more than 50% of the seats.

 

 

- Tourist accommodation establishments that are serving guests with the above capacity (80% level 3, 30% level 4) are not allowed to welcome new guests.

- Tourist accommodation establishments that receive quarantined guests must comply with the regulations of the health authorities

1. Requirements for travel business units:

a) Developing a plan, preventing and controlling Covid-19 and a plan for handling when there is a case of Covid-19 in accordance with regulations. Making health monitoring books, measuring the body temperature of employees before entering work. Employees with symptoms of cough, sore throat, shortness of breath must be tested for SARS-Cov2 or take time off work and monitor their medical health at home.

b) Arranging the reception area, the entrance doors with aisles at the right distance according to the guidance of the Ministry of Health. Posting QR codes and information boards to ensure safety for Covid-19 prevention and control at the reception, on tourist transport vehicles, service areas and in the bedrooms of tourist accommodation establishments.

c) Organizing body temperature measurement for guests to use the service and people coming to work, suppliers of materials, goods and services in the area assessed as having pandemic levels 3 and 4; Providing masks to guests upon request.

d) Arranging hand wash basins with clean water, soap, dry hand towels or providing alcohol-based hand sanitizer products at the reception, service areas, elevators, divisions, departments, places to change clothes of officials and employees in accordance with the guidance of the Ministry of Health.

dd) Regularly carrying out the process of cleaning and disinfecting public areas, places where crowded services are held, means of transport, accommodation facilities, equipment and tools to serve tourists according to the guidance of the health agency.

e) Laundry in tourist business establishments and guests' clothes are collected and transferred to the laundry area according to the instructions and recommendations of the health authorities.

g) Establishing and publishing a hotline, exchanging information and supporting guests. Immediately notifying the local health authority if a person is suspected of being infected with Covid-19.

h) Tourism business establishments must register and self-assess Covid-19 safety daily at http://safe.tourism.com.vn to connect to the national Covid-19 safety system

i) Employees are guided and disseminated regulations on Covid-19 prevention and control; comply with the “5K Message” in the workplace; perform medical tests as instructed.

2. Requirements for tourists, tourists using tourism services and people coming to contact and work with tourism business establishments:

- Complying with “5K Message”; making health declaration as prescribed or scanning QR-Code

- Fully complying with the regulations of the National Steering Committee for Covid-19 prevention and control, the Ministry of Health and the rules of tourism business establishments;

- Complying with medical tests as prescribed.

3. Test requirements:

a) Testing cases with one of the symptoms of fever, cough, fatigue, sore throat, shortness of breath, etc.; random and periodic screening tests performed by health authorities;

b) For all pandemic levels, only one of the following cases is required:

- Being suspected or indicated for epidemiological investigation coming from the area with pandemic level 3;

- Coming from an area assessed to have pandemic level 4 or regional medical quarantine (lockdown); Testing is not applicable to guests who are residents of the province.

c) For the person who has received the full dose of vaccine and who has recovered from the disease, only one of the following cases shall be tested:

- When there is a request for epidemiological investigation;

- Coming from an area assessed to have pandemic level 4 or regional medical quarantine (lockdown).

d) The Covid-19 test performed by RT-PCR or rapid antigen test is valid within 72 hours (since the result is received)

2. Measures to be taken for cultural activities in service of political tasks; exhibition activities; Organizing anniversaries, establishment days, traditional days, response days

3. Measures to be taken for festival activities

Operated

- Reducing 50% in the number of delegates and guests according to the approved plan.

- Reducing the scale, form and time of the festival; Reducing the organization of activities of the festival part.

- Only organizing the ceremonial part, not organizing festival activities.

- Guests are not invited to attend the ceremonial part.

Stopping organization

Promoting the propaganda about the festival.

4. Measures to be taken for library and cinema activities; Facilities and venues for cultural and artistic performances

5. Measures to be taken for activities of monuments and museums

- Implementing periodic disinfection measures according to the guidance of the Ministry of Health.

- Having a table of rules to guide the implementation of COVID-19 prevention and control measures

- The instructor, narrator has injected at least 01 dose of vaccine for full 14 days or more or the person who has recovered from COVID-19 within 6 months, has a negative test certificate for COVID-19 as prescribed.

6. Sports activities:

6.1 Sports and exercise activities

Unlimited number

At pandemic levels 2, 3:

- Outdoor: The instructor, the person who organizes the exercise and sports meets the conditions to have received 2 doses of the vaccine, or the person who has recovered from COVID-19 within 6 months, or has a negative test certificate for COVID-19.

 

Operated, restricted

- Indoor: Reducing the size of the gym (maximum capacity 70%); Every day, service providers must clean and disinfect equipment. Instructors and participants in exercise and sports activities must meet the conditions of having received 2 full doses of vaccines, or those who have recovered from COVID-19 within 6 months, or have a negative test certificate for COVID-19.

Operated, restricted

- Indoor: Limiting the number of people practicing (maximum capacity 30%). For gyms with a closed design, without ventilation, the risk of spreading pandemic, the temporary suspension of operations may be required. Instructors and participants in exercise and sports activities must meet the conditions of having received 2 full doses of vaccines, or those who have recovered from COVID-19 within 6 months, or have a negative test certificate for COVID-19.

- Outdoor: Practicing in groups of no more than 50 people per group; maintaining a minimum exercise density of 4m2/person; adhering to the one-way principle in group practicing.

- Outdoor: Practicing in groups of no more than 20 people per group; maintaining a minimum exercise density of 6m2/person; adhering to the one-way principle in group practicing.

 

6.2. Sports competition activities

At pandemic levels 1, 2, 3: The sports tournament organizer is responsible for developing and implementing to ensure the COVID-19 prevention and control and submit it to the competent authorities for approval within 15 days before the opening of the tournament.

- Reducing the scale, limiting the number of spectators; maintaining the maximum capacity of the stands at 50%.

- Participants in activities from areas with pandemic level 3 must meet the conditions that have received at least 1 dose of vaccine for a full 14 days or more, or have recovered from the disease within 6 months, or have a negative test certificate for COVID-19 up to 72 hours before the tournament starts.

Operated, restricted

- Only organizing tournaments in the province with limited scale; large numbers of participants are held outdoors only.

- Participants in activities must meet the conditions that have received at least 1 dose of vaccine for a full 14 days or more, or have recovered from the disease within 6 months, or have a negative test certificate for COVID-19 up to 72 hours before the tournament starts

- If the number of spectators is large (football competition), maintaining the maximum capacity of the stands at 30% or no spectators.

 

6.3. Training and coaching activities for athletes

 

Operated, restricted

- Having not received 2 doses of vaccine: Monitoring health within 7 days from the date of arrival to gather at the training facility; Having negative COVID-19 test results by RT-PCR method before coming to the training facility. Restricting to leave the training facility during training.

Operated, restricted

- Having not received 2 doses of vaccine: Monitoring health within 14 days from the date of arrival to gather at the training facility; Having negative COVID-19 test results by RT-PCR method before coming to the training facility. Restricting to leave the training facility during training.

- Having not received 2 doses of vaccine: Performing concentrated quarantine for 7 days; monitoring health within the next 7 days (from the date of arrival to gather at the training facility);


 

Unlimited

- Having received 2 full doses of vaccine: Monitoring health within 7 days from the date of arrival at the training facility; Restricting to leave the training facility during training.

- Having received 2 full doses of vaccine: Monitoring health within 14 days from the date of arrival at the training facility; Restricting to leave the training facility during training.

Having negative COVID-19 test results by RT-PCR method within 72 hours prior to gathering at the training facility; not leaving the training facility during training.

- Having received 2 doses of vaccine: Performing concentrated quarantine for 7 days; monitoring health within 7 days from the date of arrival to gather at the training facility; Having a negative COVID-19 test result by RT-PCR within 72 hours prior to gathering at the training facility. Not leaving the training facility during training.​

It is requested that the People's Committees of districts, towns and cities coordinate and direct local agencies, committees, branches and business units providing cultural, sports and tourism services in the area implement in accordance with the actual situation and local pandemic levels.

Tourism associations, provincial sports Associations and Federations are responsible for implementing the guidance, ensuring the safe and flexible adaptation and effective control over the Covid-19 pandemic.
