Provisional guidance on organization of transport activities in the province

​PORTAL - The Department of Transport has promulgated a provisional guidance document on the organization of transport activities in the province to ensure safe and flexible adaptation and control of the Covid-19 pandemic.

Specifically, for passenger transport by car, pandemic areas at level 1 (new normal corresponds to blue), level 2 (medium risk corresponds to yellow) organize passenger transport with normal frequency; driver, service staff on the vehicle meet the requirements as prescribed.

For pandemic areas at level 3 (high risk corresponds to orange), passenger transport on fixed intra-provincial routes, buses, taxis, contract cars, tourist cars, student transport vehicles: ensuring on the principle of not exceeding 50% of the total number of unit's vehicles and there is seat spacing on the vehicle (spacing does not apply to sleeper cars); Passenger transport by fixed inter-provincial routes (including buses with journeys from two provinces or more): allowing operation up to 50% of the number of trips according to the volume announced by the Department of Transport (number of trips/month) and there is seat spacing on the vehicle (spacing does not apply to sleeper cars).

For areas with pandemic at level 4 (very high risk corresponds to red): Stopping passenger transport by car, including: passenger transport along fixed inter-provincial and intra-provincial routes, buses, contract cars, tourist cars (except for technology vehicles with less than 9 seats using electronic contracts), student transport vehicles. For taxis, technology vehicles with less than 9 seats (contract cars, tourist cars using electronic contracts) with partitions from passengers, electronic payment, it is allowed to operate not exceeding 20% of the total number of unit's vehicles and there is seat spacing on the vehicle; Drivers must have received the full dose of vaccines or have recovered from disease and meet regulatory requirements. In case a passenger transport vehicle has a mandatory journey through a pandemic area at level 4, it is not allowed to stop or park.

Transport of goods by car is organized to operate normally at all pandemic levels; the driver and vehicle followers must meet the requirements as prescribed.

For passenger transport by water vehicles, pandemic areas at level 1 and level 2 shall organize passenger transport activities with normal frequency. Pandemic areas at level 3: For intra-provincial passenger transport routes, operation is allowed on the principle of not exceeding 50% of the number of people allowed to carry on the vehicle. For the inter-provincial passenger transport routes, the maximum allowed operation does not exceed 50% of the number of people allowed to carry on the vehicle. For pandemic areas at level 4: stopping waterway passenger transport. The waterway passenger transport is organized to operate normally at pandemic levels.

The pandemic level is assessed from the commune level. It is encouraged to assess from the smallest possible scale (below the commune level) to ensure flexibility and efficiency.

Passengers participating in traffic (except for air and rail transport) must comply with the “5K Message”; make health declaration according to regulations of the Ministry of Health; strictly implement measures to prevent and control the Covid-19 pandemic under the guidance of the National Steering Committee for Covid-19 prevention and control and the Ministry of Health.

For all pandemic levels, testing is only required when there is suspicion or indication of epidemiological investigation coming from an pandemic area at level 3 or coming from an pandemic area at level 4 or regional medical quarantine (lockdown); No testing is required while traveling in the area.

Persons who have received the full dose of vaccine and who have recovered from the disease shall only be tested in one of the following cases: When there is a request for epidemiological investigation; coming from a pandemic area at level 4 or regional medical quarantine (lockdown).

Testing for SARS-CoV-2 done by RT-PCR or rapid antigen test is valid within 72 hours (from receipt of results). In case the Government and the National Steering Committee for Covid-19 Prevention and Control, the Ministry of Health promulgates new regulations on COVID-19 prevention and control for the subjects applied in this provisional guidance, the new regulations shall apply.
