On February 09, 2018, Thu Dau Mot City People's Committee held the inauguration ceremony and put into operation the Public Administration Service Center (PASC) under the Project approved by the Provincial People's Committee in Decision no. 3724/QD-UBND dated 29 December 2017. This is the only district-level administrative unit selected by the Provincial People's Committee as a pilot to establish the PASC. Compared with the current organizational regulations of the district-level One-stop-shop section, the PASC model has the following advantages: Focusing on one focal point, people and organizations do not have to contact many specialized provincial-level agencies to carry out administrative procedures (AP) related to many sectors and fields. The dossiers of organizations and citizens can be received and appraised right at the Center (for less complicated AP); while, the One-stop-shop section only handles the receipt and delivery of dossiers. Creating a convenient, civilized and modern working environment; unifying human resources, physical facilities, technical equipment, applying information technology, quickly receiving and promptly handling opinions and recommendations of organizations and citizens, etc. The Center has promptly, clearly and fully posted 278 AP in 46 fields, including 17 inter-agency AP, AP implementing online public services at levels 3, 4, and 153 AP receiving and returning the results via the Public Postal Service.
The PASC of Thu Dau Mot City
Since its establishment, the Center has received 143,038 AP dossiers under the authority of Thu Dau Mot City People's Committee, has resolved 141,104 dossiers, in which the on-time settlement rate reached 99.33%. At the same time, it has received 258,285 dossiers under the provincial authority, resolved 248,191 dossiers, and the on-time settlement rate reached 96%.
After nearly 04 years of operation, the on-time settlement rate of dossiers accounted for over 95%, showing that specialized divisions and Branches of the Land Registration Office have focused on advising to solve AP as well as applying using IT, making it easier and faster to receive, settle and return results. The results of indicators related to the implementation of the one-stop shop, inter-agency one-stop-shop mechanism in the city, assessed by the Provincial People's Committee from 2018 to 2020, all have positive improvements such as the Public Administration Reform Index of one-stop shop, inter-agency one-stop-shop achieved an average result of 94.7% (ranking 1/9 districts, towns and cities); The satisfaction index of people and organizations for State administrative agencies' services achieved an average result of 91.58% (exceeding 11.58% compared to the regulations of the Central Government, reaching the satisfaction rate of 80% by 2020).
Regarding the implementation of the one-stop shop, inter-agency one-stop-shop mechanism at the People's Committee of 14 wards in Thu Dau Mot city, from 2018 to September 2021, the People's Committee of 14 wards received and processed 367,294 AP dossiers, the on-time rate reached 99%. Late dossiers all have letters of apology and notices to the people.
At the conference, representatives of a number of departments, committees, branches, People's Committees of districts, towns, cities and wards of Thu Dau Mot city discussed the achieved results as well as the shortcomings and problems when piloting the PASC model in Thu Dau Mot City. At the same time, they proposed to continue promoting and replicating this model in some other localities in the province.

Speaking to direct at the conference, Chairman of the Provincial People's Committee Vo Van Minh highly appreciated the achieved results of the PASC model in Thu Dau Mot City. At the same time, he noted, in the coming time, the Center must continue to organize activities in the direction of service, creating satisfaction for people. The AP dossiers, especially land and construction procedures, must be returned on time, not returning dossiers to people more than twice if there is no legitimate reason; must apologize if the return is wrong.
Emphasizing that the heads of the Party executive committees and authorities must pay special attention to and effectively implement the overall administrative reform program in their localities, the Chairman of the Provincial People's Committee asked the districts, towns and cities to re-evaluate the current state of facilities and consolidate the One-stop-shop section at the commune and district level to reach the minimum level according to Decree 61/2018/ND-CP dated April 23, 2018 of the Government, contributing to improving the province's PAPI. After the conference, the Department of Home Affairs reviews relevant regulations to advise the Provincial People's Committee to direct the replication of the PASC model across the province. Department of Information and Communications upgrades one-stop-shop software at commune, district and provincial levels; builds a database for administrative reform.
