The Department of Planning and Investment and the Provincial Industrial Zones Authority grant, adjust and revoke the Investment Registration Certificate in accordance with the law on investment; review and amend processes and procedures related to the appraisal and approval of investment policies, ensuring compliance with legal regulations on investment and relevant laws.

In addition, strictly implementing the operations related to the reception; issuing, adjusting and revoking the Investment Registration Certificate; monitoring, supervising and evaluating the implementation of investment projects; complying with the investment reporting regime on the National Investment Information System. Guiding and requiring enterprises to strictly implement the periodical reporting regime on the implementation of investment projects, handling according to law provisions for cases of non-compliance with the reporting regime. Reviewing and taking resolute measures for projects that do not deploy, are slow to deploy, or fail to comply with the Investment Registration Certificate or documents of equivalent legal validity. Focusing on attracting investment selectively, taking quality, efficiency, technology and environmental protection as the main evaluation criteria.

At the same time, coordinating with the Department of Natural Resources and Environment, the Department of Construction and relevant units to fully and seriously implement the provisions of the law on investment, enterprises, land, housing, construction, etc. in the process of appraising and managing investment projects, including foreign investment projects, to avoid arising domestic and international lawsuits and disputes. Coordinating with the Department of Science and Technology, Department of Industry and Trade, Department of Construction in the appraisal and careful assessment of technology, standards and regulations on product quality, environment, investment rate, etc. for investment projects in fields where investors show signs of taking advantage of their Vietnamese origin to evade trade remedies, tax evasion, etc.
