The conference focused on assessing the situation of building Party, political system and socio-economic development, national defense and security in the first 9 months of the year, orientations and key tasks in the last 3 months of 2021.
The Permanent Deputy Secretary of the Provincial Party Committee Nguyen Hoang Thao said that in the past 9 months, Binh Duong has faced many difficulties and challenges, especially the complicated and unpredictable developments of the Covid-19 pandemic that have negatively impacted many sectors, fields and people's lives. Meanwhile, the province's key personnel changed, arranged and consolidated at the right time when the Covid-19 pandemic was complicated. But with the focus on drastic leadership, direction and apparatus consolidation of the Provincial Party Committee, the direction and administration of the Provincial People's Committee along with the efforts and striving of all levels, branches, the pandemic was basically under control, socio-economic indicators achieved positive results.

In the first 6 months of 2021, Gross regional domestic product (GRDP) increased by 7.23%, higher than the same period in 2020. From June to September 2021, the entire political system and people in the province entered the phase of Covid-19 prevention and control at the highest level, all production and business activities were suspended or restricted, so the targets in the 3rd quarter decreased and did not meet the set plan.
However, up to now, after 9 months, many socio-economic development indicators have still grown higher than the same period in 2020. Typically, the Industrial Production Index increased by 2.9%; domestic investment attraction reached 65,107 billion VND (the same period reached 56,229 billion VND), up 15.8% and foreign attraction reached 1 billion 526 million USD (the same period reached 1 billion 237 million USD), up 23% over the same period; total budget revenue in 9 months reached 48,300 billion VND (the same period reached 43,200 billion VND), higher than the national average and increased by 11% over the same period; export and import activities both increased sharply over the same period (export turnover increased by 26.7% and imports increased by 34%), etc.
The Provincial Competitiveness Index (PCI) and the Provincial Administrative Reform Index saw a big improvement in scores and rankings. Binh Duong smart city was honored by the Intelligent Community Forum (ICF) as one of the TOP 7 communities with a world smart development strategy. External activities, investment promotion and trade were organized in appropriate and effective forms; provincial leaders regularly organized meetings, dialogues and exchanges with enterprises to promptly remove difficulties and minimize the disruption of the production chain.

Besides, the work of building the Party and building the political system was focused; seriously implementing the mastery and development of programs and plans to implement the Resolution of the 11th Provincial Party Congress, the Resolution of the 13th Party Congress. Leaders successfully organized the election of deputies to the National Assembly and People's Councils at all levels for the 2021-2026 tenure, consolidating key positions of People's Councils and People's Committees at all levels. The Provincial Committee of Vietnam Fatherland Front and provincial socio-political organizations have actively participated in pandemic prevention and control in many forms, making a very important contribution to the successful control of the pandemic in the province.
Striving to complete the tasks set out at the highest level
Despite many positive results, Permanent Deputy Secretary of the Provincial Party Committee Nguyen Hoang Thao also frankly pointed out some limitations in socio-economic development in the first 9 months of 2021. Those are a number of indicators in the 3rd quarter have decreased significantly compared to the same period, affecting the overall growth results of the province; the number of enterprises registered for business suspension or dissolution increased over the same period; implementation and disbursement of public investment was low compared to the plan. The employees lost their jobs for a long time, people are cared for and supported, but life is still difficult, etc.
The tasks set out in the remaining months of 2021 are extremely heavy, requiring all levels and branches to be more drastic in leading, directing and administering the implementation of tasks.
According to Mr. Bui Thanh Nhan - Secretary of the Di An Town Party Committee, in the last 3 months of the year, Di An City strives to implement socio-economic targets in parallel with concentrating resources, not being subjective and neglecting in pandemic prevention and control.
Mr. Nguyen Thanh Tam - Chairman of Thuan An City People's Committee said that the city is determined not to adjust and strive to complete the public investment plan set out, which focuses on site clearance. Thuan An also establishes working groups to monitor the operation of enterprises to promptly support when there are difficulties and problems; coordinates quickly when detecting F0 in the enterprise, and takes care of the employees' lives.
Chairman of the Provincial People's Committee Vo Van Minh emphasized that in the coming time, the Provincial People's Committee will focus on directing the effective implementation of the Government's Resolution no. 128/NQ-CP on safe, flexible adaptation and effective control of the Covid-19 pandemic; supporting enterprises to restore production. The Chairman asked localities not to neglect pandemic prevention and control, continue to maintain "green zones", focus on land use planning, improve the Provincial Governance and Public Administration Performance Index (PAPI), etc.

Concluding the conference, Secretary of the Provincial Party Committee Nguyen Van Loi affirmed that the results achieved in the past 9 months are very encouraging, a great determination of the entire provincial Party Committee, the consensus of the enterprise community and all classes of people. The Secretary noted, praised and wished all levels and branches to continue promoting in the coming time.
In the coming time, the Secretary requested to strictly implement the pandemic prevention and control in accordance with the direction of the Central Government, safely and flexibly adapt to the pandemic, without fragmentation and localization that interferes with supply chains and production activities. Consolidating, training and having policies for members of Covid-19 community groups, Covid-19 safety groups and Mobile medical stations. Considering testing under the direction of the Central Government, reducing costs for people and enterprises; encouraging employees to return to work.
Each branch and each level must clearly define responsibilities; actively reform administration to support enterprises to remove difficulties and restore production. Decisively disbursing public investment capital, concentrating capital for motivational projects. At the same time, continuing to maintain good social security care activities; inspecting and managing the boarding houses for solutions to embellish and reorganize the employees' accommodation.
The Secretary of the Provincial Party Committee suggested that the entire political system join hands, unite and resolve to perform the tasks set out to both prevent and control the pandemic and restore production activities effectively.
At the conference, Secretary of the Provincial Party Committee Nguyen Van Loi informed the results of the 4th Conference of the 13th Party Central Executive Committee. Taking place from October 04 to 07 in Hanoi, the conference discussed and commented on the following contents: Socio-economic situation in 2021 and expected socio-economic development plan in 2022; State budget implementation situation in 2021, state budget estimate in 2022 and the 3-year financial-state budget plan for 2022 - 2024; policy of delaying the implementation of salary policy reform according to Resolution no. 27-NQ/TW of the 7th Plenum of the 12th Party Central Committee; results of Covid-19 prevention and control and viewpoints and policies on pandemic prevention and control in the new situation; continuing to promote the building and rectification of the Party, preventing and reversing the deterioration of political ideology, morality, lifestyle, and internal "self-evolution" and "self-transformation" manifestations; amending and supplementing regulations on what party members are not allowed to do and a number of other important issues.
