Latest guidance on conditions for production and circulation in the province

​PORTAL - The Department of Health has just promulgated Document no. 2535 providing temporary guidance on conditions for participating in production at agencies, enterprises, production and business establishments and circulation conditions in Binh Duong province. This document replaces Document no. 2455/SYT-NVY dated October 02, 2021 of the Department of Health on conditions for participating in production at enterprises, production and business establishments and circulation conditions in the province.

Accordingly, based on the epidemiological situation of the Covid-19 pandemic, temporarily dividing the epidemiological zones of Binh Duong province as follows: Zone 1 (Di An City, Thuan An, Tan Uyen Town); Zone 2 (Thu Dau Mot City, Ben Cat Town); Zone 3 (Dau Tieng, Phu Giao, Bau Bang, Bac Tan Uyen districts).

On the basis of the zone division as above, the subjects allowed to participate in intra-zone circulation include: People who have received 2 full doses of vaccine or 1st dose after at least 14 days or have been treated for Covid-19, discharged from the hospital and completed 14-day home health monitoring.

Subjects allowed to participate in circulation from zones 1 to 2, 3 include those who have received 2 full doses of Covid-19 vaccine or have been treated for Covid-19, have been discharged from the hospital and completed the 14-day home health monitoring period; at the same time, have negative test results valid within 07 days from the time of sampling.

Between zone 2 and zone 3: Those who have received 2 full doses of vaccine or 1st dose after at least 14 days or have been treated for Covid-19, discharged from the hospital and completed 14-day home health monitoring; at the same time, have negative test results valid within 07 days from the time of sampling.

Subjects who have not been vaccinated, people at high risk (over 65 years old and under 12 years old; obese people; people with underlying diseases, etc.): Limit going out when not necessary, should only go out in emergency situations such as emergency, hospital transfer, natural disaster, catastrophe, etc.

Regarding the conditions for organization of production, the document clearly states that, agencies, enterprises and production and business establishments that register to organize production under the "3 on the spot", "1 road, 2 locations" and the "03 green" models are allowed to organize production when there is a plan to ensure the Covid-19 prevention and control and a plan for handling when there is a case of Covid-19 at the unit is sent to the Provincial Industrial zones Authority or the Department of Industry and Trade or the local government.

Before entering agencies, enterprises, production and business establishments, employees must be tested and screened at least twice (1st time: 03 days before operation by rapid test or PCR, 2nd time: on working day by rapid test).

In the production process, agencies, enterprises and production and business establishments must strictly implement 5K during the production time. At the same time, testing for all employees twice a week for the first 2 weeks from the date the agency, enterprise, and business establishment comes into operation. From the 3rd week onwards, testing at least 20% of employees during the week. Encouraging agencies, enterprises and production and business establishments to test several times a week to be able to detect Covid-19 cases early (testing on rotation for employees, prioritizing testing for employees coming to work from zones 1 and 2 and those with symptoms of fever, cough, shortness of breath, etc.).

Agencies, enterprises, production and business establishments organize testing from Monday to Friday every week. Localities can organize testing for employees at their places of residence every Saturday or Sunday according to the plan of each locality.

For people providing direct services to agencies, enterprises, and production and business establishments such as: providing meals, food, raw materials, security services, hygiene, etc. testing twice a week for all employees.

Agencies, enterprises, and production and business establishments must commit to perform properly, sufficiently, and proactively purchase test kits, self-organize tests by antigen rapid test, self-issue test result certificates to serve as a basis for employees to participate in circulation; be solely responsible for purchasing test kits, testing procedures and test results of each employee in their enterprise.

For agencies, enterprises, and business establishments that register to implement the "3 on-the-spot" production plan, before allowing employees to stop implementing this production plan to return to their places of residence, they must: organize rapid antigen test, if the test result is negative, they will be allowed to return to their place of residence. The employee uses this certificate of negative test result and the certificate of circulation service (if any) according to the instructions of the Department of Transport to return to the place of residence. Agencies, enterprises and production and business establishments must send notices to the Industrial Zones Authority, the Department of Industry and Trade and local government before sending workers back to their places of residence.

For agencies, enterprises, production and business establishments register to implement the "1 road, 2 locations" model and the "03 green" model, there is no need to test workers before returning to the place of residence.

Individual business households in zone 1: Self-testing for all employees twice a week under the supervision of the Covid Community Group or Mobile Medical Station.

Individual business households in zones 2 and 3: Self-testing for all employees once a week under the supervision of the Covid Community Group or Mobile health station. Particularly for people who receive the 1st dose, testing twice a week.

The commune-level People's Committee directs the Covid Community Group or Mobile health station to guide, supervise and issue test result certificates for this group of subjects to participate in circulation. For households with difficult circumstances, the local government considers providing free rapid testing.

The Department of Health also noted, encouraging rapid testing of 3-5 pooled samples to save costs. Not testing for people who have recovered from Covid-19 within 06 months (if any, only recommended, not required). The test results of agencies, enterprises and production and business establishments must be reported to the Medical Centers in the districts, towns and cities for management: reporting within 2 hours after the end of the test and must report immediately when there is a positive case for SARS-CoV-2.
