As reported by the Department of Planning and Investment, as of October 06, 2021, the province has 3,330 enterprises that registered and are operating "3 on the spot", "1 road, 2 locations", " 3 green" with 331,585 employees. In which, there are 1,407 enterprises in the industrial parks with 201,894 employees; 69 enterprises in the industrial clusters with 9,109 employees; 1,854 enterprises outside industrial parks and clusters with 120,582 employees.
From September 14, 2021, 151 enterprises registered to operate again; in which, there are 84 enterprises implementing the "3 green" model.
From the beginning of October 2021 until now, the Provincial People's Committee and all levels and branches have issued many documents guiding and supporting enterprises to implement plans to restore production and trade in goods. In addition, the Department of Planning and Investment is coordinating to advise the Provincial People's Committee to implement Decrees, Resolutions and Directives of the Government to support enterprises as prescribed.

At the meeting, representatives of associations and enterprises reflected on the difficulties in registering and organizing the resumption of enterprise operation and the current situation of labor resources. In which, the majority reflected on the dossier, order and procedures for approving the plan to resume operation; specific instructions for experts and employees living in provinces and cities, especially Ho Chi Minh City, to come and work in Binh Duong; regulations on testing for factory workers to resume production. Enterprises propose post-inspection plans to shorten the time for approval and inspection; there should be specific instructions for enterprises to convert to the "3 green" model, etc.

Regarding the internal problems of enterprises, which are currently facing difficulties in funding after the anti-pandemic period, they need to be supported by long-term preferential loans. In addition, enterprises are also facing general difficulties in terms of markets, export orders, and raw materials after the pandemic.
Through the opinions of the delegates, Chairman of the Provincial People's Committee Vo Van Minh directed the implementation of a number of key solutions. Specifically, "green zone" branches and localities should actively propagate and create conditions for enterprises to operate with guidance; organize post-inspection to create conditions for enterprises to return to operation as soon as possible.
Chairman of the Provincial People's Committee emphasized that, at present, the province needs to focus on five main "tools" to control the pandemic and restore production, namely vaccines, testing, travel control (travel certificate), maintaining inter-district checkpoints and QR code scanning app. In which, autonomy will be given to enterprises in the grant of negative test certificates and travel certificates to workers and employees.
Workers at "3 on-the-spot" production enterprises
The Health branch needs guidance on handling F0 in the enterprise. At the same time, coordinating with district level to establish rapid response teams; promoting the role of mobile medical stations to receive information and process when there is F0 at the enterprise. Simultaneously, guiding enterprises to register their operations with a shorter testing process over time; favorable for workers and reduce costs for enterprises but still ensure pandemic safety when returning to production; applying technology to manage each enterprise.
In addition, the localities strongly implement the construction of "green fortresses" at the boarding houses according to the policy of the Provincial People's Committee; drastic pandemic screening at the boarding houses in the direction of assessment and self-determination of testing issues.
Regarding travel management, Binh Duong still has many risk areas, so it is necessary to be cautious in organizing inter-district and inter-provincial and city travel.
Regarding Covid-19 vaccination, branches and localities give priority to vaccination for workers in "3 on-the-spot" enterprises. Regarding enterprises that resume operations, coordinating with enterprises to vaccinate with the 2nd dose at factories and workplaces.

Branches, levels and localities need to quickly deploy and advise on policies to support employees to feel safe and stay in production or return to work from their hometown; support enterprises to access testing kits to take responsibility for Covid-19 testing; promote investment promotion, online trade promotion, etc.
