Accordingly, the Standing Committee of the Provincial People's Council has considered and approved 03 Statements: Proposing to develop a Resolution stipulating regimes and policies for mobile forces dealing with traffic incidents in Binh Duong province; proposing to develop a Resolution stipulating regimes and policies for the 113 part-time force in Binh Duong province; proposing to develop a Resolution stipulating the quantity and support policies for permanent part-time commune-level police officers and police officers in charge of hamlets and quarters in Binh Duong province.

Through verification, the Committee on Legal Affairs basically agreed with the contents of the Statements of the Provincial People's Committee. For 02 Statements to develop Resolutions stipulating regimes and policies for mobile forces dealing with traffic incidents in Binh Duong province and stipulating regimes and policies for the 113 part-time force in Binh Duong province, the Committee on Legal Affairs proposed to the Standing Committee of the Provincial People's Council for consideration and decision to approve the development of both of the above contents in the same Resolution. Because the purpose of promulgating the above two contents is to ensure security, order and social safety in the locality. Subjects and scope of regulation of the Resolution are the force to maintain security and order, which is a specific model established to meet the requirements and demands of practice, which is to contribute to ensuring social order and safety. The content of support policy, support level for these two forces are the same, including monthly support; night patrol support; insurance support as prescribed and costume support.
The development and promulgation of both of the above contents in the same Resolution will create favorable conditions when organizing to get comments in the process of developing the draft Resolution, especially creating convenience and systematicity in the search and application of the Resolution after it is promulgated.
Regarding the Statement to develop a Resolution stipulating the quantity and support policies for permanent part-time commune-level police officers and police officers in charge of hamlets in Binh Duong province, the Committee on Legal Affairs found that permanent part-time commune-level police officers and the police officers in charge of the hamlets are both part-time operation forces in the commune, therefore, the Committee on Legal Affairs proposed to the Standing Committee of the Provincial People's Council for consideration and decision to approve the development of the Resolution with a brief name: "Resolution stipulating quantity and support regime for part-time police officers in Binh Duong province".
Based on the inspection reports of the Committee on Legal Affairs of the Provincial People's Council and the opinions and recommendations of the delegates, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee to direct the drafting agency to coordinate with relevant agencies to develop specific content in the Resolutions to ensure feasibility, in accordance with actual requirements and budgetary capacity of the locality.
