The draft Program is built on the basis of Resolution no. 76/NQ-CP dated July 15, 2021 of the Government, with the goal of continuing to promote PAR in order to build an administration of democracy, modernity, professionalism, discipline, openness, transparency, enhanced accountability; people-centered, taking people's satisfaction as the service goal of state administrative agencies and as the foundation and driving force for change and development. Continuing to build a contingent of officials, civil servants and public employees with high quality, qualifications and capacity on par with their tasks; associated with promoting the organizational arrangement of the political system to be lean, effective and efficient; constantly improving the quality of human resources, meeting the requirements of Binh Duong construction for sustainable development in the direction of a smart, civilized and modern city.
State PAR in Binh Duong province for the 2021-2030 period focuses on the following contents: Institutional reform; administrative procedure (AP) reform, organizational reform of the state administrative apparatus; civil service reform; public finance reform; building and developing e-government and digital government.
In which, striving by 2025, at least 80% of provincial AP are eligible, provided online at levels 3 and 4; at least 80% of AP are integrated and provided on the National Public Service Portal; the rate of records resolved online at levels 3 and 4 out of the total number of records is at least 50%. The satisfaction level of people and enterprises about AP settlement reaches at least 90%. By 2030, 100% of provincial AP will be eligible, offered online at levels 3 and 4; the rate of records resolved online at levels 3 and 4 out of the total number of records is at least 80%. The satisfaction level of people and enterprises about AP settlement reaches at least 95%.
In order to build and develop e-government and digital government, the draft Program sets out the goal that by 2025, 100% of provincial databases creating an e-government development platform are completed, connected and shared. 100% of transactions on the National Public Service Portal, the Provincial Public Service Portal and Electronic One-Stop Information System are electronically authenticated. 100% of people and enterprises using online public services are granted electronic identification and authentication smoothly, unified on all information systems from provincial to grassroots levels.
Overview of the meeting
At the meeting, the delegates commented on a number of issues such as: It is necessary to phase out the implementation period in 5 years to concretize the PAR goals; developing projects on interconnection, data sharing, especially land, construction to create convenience for people and enterprises in implementing AP; strengthening decentralization in solving AP. Ms. Nguyen Truong Nhat Phuong - Vice Chairman of the Provincial People's Council said that the institutional reform, organizational structure and payroll should be associated with the actual situation and characteristics of Binh Duong; linking PAR tasks with solutions to improve the province's PAPI, etc.
Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Minh emphasized that PAR is a very important task that needs to be done well to build the Binh Duong provincial government to better serve the people and enterprises, contributing to attracting investment. He suggested that departments, committees and branches continue to research and synthesize information to give comments on the draft Program. The Department of Home Affairs completes the draft Program on the basis of comments. In which, adding a group of tasks to direct and administer the PAR; developing specific solutions for each group of content, choosing core content suitable for specific characteristics and create highlights for Binh Duong. Serving well at the commune and ward level where they have the closest contact with the people; continuing to improve the quality of AP resolution at district and provincial levels. There must be close coordination between agencies, building a connection and interoperability database in accordance with the Binh Duong Smart City Project, contributing to shortening the time to solve AP. Simultaneously, monitoring and evaluating the quality of PAR of each agency close to professional tasks.
