Subjects for identification of SIPAS are state administrative agencies at provincial, district and commune levels providing public administrative services to individuals and organizations. The provincial level includes public administrative services under the jurisdiction of 17 departments, committees, branches (except the Office of the Provincial People's Committee and the Provincial Inspectorate). The district level includes public administrative services under the jurisdiction of 09 People's Committees of districts, towns and cities. The commune level includes public administrative services under the jurisdiction of 91 People's Committees of communes, wards and commune-level towns.
Individuals and organizations subject to sociological investigation are those who have performed public administrative services under the jurisdiction of departments, committees, branches, district-level People's Committees and commune-level People's Committees in Binh Duong province.
The investigators carry out the sociological investigation through the questionnaire of the survey form; respondents fill in all information and answer objectively and fully the questions of the survey form.
