Controlling the pandemic, socio-economic results achieve positive results

As reported, with the timely and comprehensive direction of the Provincial People's Committee, the drastic participation of branches, levels, the enterprise community, the consensus and cooperation of the entire society, the pandemic situation in the province was basically under control, "green zone" was expanded, "red zone" was narrowed; 6/9 district-level localities have announced the "green zone", gradually returning to the new normal after the distancing; socio-economy in 9 months of 2021 basically achieved some positive results.

The index of industrial production in 9 months is estimated to increase by 2.9% over the same period in 2020 (the same period increased by 6.74%). The province has also focused on removing difficulties and promoting production and business of enterprises, trade associations and employees in each specific period and time. The Provincial People's Committee has actively implemented the "3 on-the-spot" and "1 road, 2 locations" plan, the "03 green" model (green factory, green boarding house and green worker), vaccinated workers, employees, established Covid-19 Safety Groups in the enterprises, Mobile medical stations in industrial parks and industrial clusters to control the pandemic and not to disrupt production and business activities.

In the difficult situation due to the impact of the pandemic, investment attraction activities achieved positive results. As of September 15, 2021, the province has attracted 63,314 billion VND in domestic business registration capital (up 20.7% over the same period, in which, some real estate enterprises increased capital strongly). Foreign investment has attracted 1 billion 508 million USD (up 25% over the same period), including 44 new projects, 22 projects adjusted to increase capital and 81 projects contributed capital.

Overview of the Meeting

Total retail sales of goods and services in 9 months was estimated at 187,957 billion VND, up 1.9% over the same period. The average consumer price index in 9 months increased by 2.7% over the same period. Export turnover was estimated at 24 billion 537 million USD, up 26.7% over the same period in 2020. Import turnover was estimated at 19 billion 915 million USD, up 34%; maintained a trade surplus of more than 4.6 billion USD.

The index of competitiveness, the index of administrative reform at the provincial level had great improvement in scores and rankings; Binh Duong was honored by the Intelligent Community Forum in the TOP 7 communities with smart development strategies in the world.

The administrative disciplines and rules have been strengthened, administrative reform continued to receive attention and direction, creating favorable conditions for people and enterprises. Political security, social order and safety were maintained. The regimes and policies for people with meritorious services, social subjects, the poor, workers and employees have been carefully implemented. In addition to the policies of the Central Government, the province has promptly promulgated support policies for those affected by the Covid-19 pandemic. As of September 19, 2021, support has been given to more than 3.1 million cases, with an amount of 1,780 billion VND. In 9 months, it has consulted and introduced jobs for more than 62,000 employees.

The Education branch has implemented appropriate teaching and learning solutions in the pandemic situation, ensuring safety at educational institutions with improved training quality. Results of the National Excellent Student Contest won 32 prizes; the rate of candidates passing high school graduation phase 1 reached 99.28%, ranked first in 63 provinces and cities. Organizing the opening of the new school year by online form and online teaching and learning until October 30, 2021; not collecting tuition fee for the first semester of the 2021-2022 school year at public educational institutions.

Striving to achieve growth goals

The Provincial People's Committee forecasts that the Gross Regional Domestic Product (GRDP) in 2021 will increase by 6.48% over the same period (planned to increase by 8.5-8.7%), therefore, the completion of the growth target requires great efforts and striving of all levels, branches, enterprise community and people in the province. In the last months of the year, the province continues to prioritize mobilizing all resources for Covid-19 prevention and control. Striving to September 30, 2021, the remaining 03 localities (Thuan An City, Di An City and Tan Uyen Town) turn into "green zones". Accelerating the implementation of the 2^nd dose vaccination plan to cover the entire population. Implementing Directive no. 12-CT/TU dated September 14, 2021 of the Provincial Standing Party Committee on the Covid-19 prevention and control and loosening social distancing after September 15, 2021 and Plan no. 4639 of the Provincial People's Committee on restoring socio-economic activities in the new normal.
