​PORTAL - The Provincial People's Committee requests departments, committees, branches, and Steering Committees for Covid-19 prevention and control at district and commune levels based on the contents of Directive no. 12-CT/TU dated September 14, 2021 of the Provincial Party Committee to organize the implementation seriously, ensuring practicality and efficiency, in line with the Covid-19 situation in each unit and locality in the province.

Accordingly, continuing to thoroughly grasp and organize the strict implementation of the Central Government's direction and guidance on the Covid-19 prevention and control and socio-economic development, especially grasping the spirit of "fighting this pandemic is like fighting the enemy", protecting people's health and life comes first and foremost; taking communes, wards and towns as "fortresses", people as "soldiers", serving centers and subjects of pandemic prevention and control and must ensure the requirements of health, food, foodstuffs, essential services and social order and safety for the people in the communes, wards and commune-level towns.

At the same time, gradually loosening social distancing and protecting the "green zones"; locking down the "red zone", "red location", implementing rapid testing to quarantine F0, concentrated and at-home treatment for eligible cases. At the same time, continuing to organize the vaccination of the entire population as soon as it is allocated according to the motto "the best vaccine is the one that is given at the earliest", with priority given to one dose per person.

Continuing to propagate to raise people's awareness and observance of the 5K recommendation of the Ministry of Health, local regulations on travel conditions, travel restrictions and instructions, encouraging people to self-test.

For commune level, by September 30, 2021, ensuring that 100% of communes, wards and commune-level towns have at least 01 Mobile medical station; at the same time, organizing and arranging to expand more hospital beds at the existing Health Station; continuing to consolidate and improve the quality of activities of the Covid-19 community groups, in order to both provide primary health care for the people and prevent and control the Covid-19 pandemic at the facility.

In industrial parks and clusters, by September 30, 2021, the Industrial Zones Authority and districts, towns and cities must have Regulations on coordination in pandemic prevention and control. Striving to October 31, 2021, all industrial parks and clusters in the province have Mobile medical stations. At the same time, requesting enterprises to organize regular and periodic testing for their employees themselves, and encouraging enterprises to arrange facilities for quarantine and treatment of mild F0 workers in accordance with the guidance of the Health branch.

At the district level, urgently having a plan to reorganize the treatment facilities for Covid-19 patients on the tier 1 and tier 2; gradually reducing and returning school facilities and workshops used as quarantine and treatment areas.

At the provincial level, continuing to improve the quality of treatment for Covid-19 patients on the tier 3 at the Treatment Area of the Provincial General Hospital (Phu Chanh Campus) and Becamex International Hospital, minimizing the deaths.

Regarding human resources, it is necessary to reorganize the Health branch force; continuing to call for and mobilize retired and healthy medical staff, doctors, and nurses to return to work; selecting F0 eligible to train and arrange to work in hospitals; urgently opening training courses for the provincial forces to gradually replace the forces that are providing aid and treatment support on all 3 tiers, focusing on short training for the nursing force from the recovered F0 source volunteering to participate.

Regarding finance, it is necessary to increase investment from the budget and continue to call for support from organizations and individuals; not to lack medical equipment, medicines, oxygen, etc. to treat patients; research and develop policies for pandemic prevention and control in the new situation.
