In addition to these subjects, the authorities do not organize the grant for any other subject.
Agencies and units competent to grant Travel cards include: Department of Industry and Trade, Department of Agriculture and Rural Development; a number of departments, branches and functional units according to essential service sectors; District People's Committee, Commune People's Committee (for employees of service sector residing in the area).
Conditions when traveling through checkpoints for Travel card holders: Must have a Travel card granted by a functional agency and a local authority; Negative Covid-19 test certificate (valid within 72 hours); ID card or citizen ID card.
Cases that do not need to grant a Travel card: Police, Military and Medical Forces; officials, civil servants, public employees, employees (working in departments, committees, branches, Party committees, Fatherland Front and mass organizations and non-business units); members of the Steering Committee for pandemic prevention and control at all levels; forces directly participating in the Covid-19 prevention and control; people going to vaccinate; cases of medical examination and treatment; cases in urgent situations that can affect health and life moved by individuals on their own such as giving first aid to the injured, sick, and pregnant women to the due date.
Conditions when traveling through checkpoints for people who do not need to grant a Travel card: Card of official, civil servant and employee; Certificate of the agency or enterprise's employee certified by the head of the agency or enterprise showing the route and destination (original, red stamp); Certificate of Police, Military (when wearing plain clothes), ID card or Citizen ID card.
For people going for testing or vaccination, there is a text message informing the test schedule, injection schedule or invitation for injection, enclosed with the ID card or citizen ID card; cases of medical examination and treatment must have a medical examination book or medical record being treated to submit to the force at the checkpoint. In addition, in urgent situations that may affect health and life moved by individuals on their own, such as giving first aid to the injured, sick, and pregnant women to the due date, the forces at the checkpoints consider the specific situation to resolve accordingly.
Travel cards granted by the People's Committees of districts, towns and cities in the red zone are only valid in the locality of the red zone; granted by the People's Committees of districts, towns and cities in the yellow zone are only valid in the locality of the yellow zone; granted by the People's Committees of districts, towns and cities in the green zone are only valid in the locality of the green zone. Travel certificates granted by People's Committees of wards, communes and commune-level towns are valid for inter wards, communes and commune-level towns within districts, towns and cities.
For cases that do not need to grant a Travel card, the travel scope shall be determined according to the certificate of that agency or enterprise (except for cases where people go for vaccination, medical examination and treatment, they are travelled according to the destination).
