Accordingly, the Provincial People's Committee highly appreciated the efforts of the districts and towns: Phu Giao, Bac Tan Uyen, Bau Bang, Dau Tieng and Ben Cat in effectively grasping the guidelines of the Provincial Steering Committee for Covid-19 Prevention and Control, implementing drastic and synchronous solutions to build "green zone", contributing to achieving important results in preventing the spread of Covid-19 in the community; serving as a basis for localities to apply corresponding administrative measures in accordance with the "New normal"; creating a premise for people and enterprises in the area to gradually stabilize their lives and restore production and business in controlled conditions, preventing pandemic and ensuring safety.
The local Steering Committees for Covid-19 Prevention and Control base on the "Regulations on risk assessment and corresponding administrative measures in the Covid-19 prevention and control", the orientations of Dr. Duong Chi Nam - Deputy Director of the Health Environment Management Agency, the special permanent section of the Ministry of Health in Binh Duong and the actual situation and conditions of the locality to consider, take the initiative and decide for themselves the corresponding administrative measures (consider applying "Directive 16-" or "Directive 15+" in green zones). At the same time, reviewing and considering allowing a number of business lines and traditional markets to reopen if they meet pandemic prevention and control requirements.
In addition, actively mobilizing the political system to participate in order to maintain the "green zone" achievement, it is necessary to pay attention to strengthening the activities of Covid-19 community groups. Ensuring strict compliance with regulations of green zones and safe zones to avoid the outbreaks again. For the "red locations", "red areas" in the "green zone", it must continue to strictly implement Directive 16 and combine testing, screening, removing F0 to "green" the area; continue to strengthen the work of locking down and controlling the pandemic and effectively implement patrolling measures to strictly manage people and vehicles traveling through trails and openings, potentially risking pandemic spread.
The Department of Industry and Trade, the Provincial Industrial Zones Authority urgently coordinate with functional branches and localities to study and soon give instructions for people and enterprises in the "green zone" localities in circulation and operation in the area to suit the new situation; serving the local socio-economic development goals and pandemic prevention and control in the area.
Assigning Dau Tieng district (2 yellow zones, 2 orange zones), Bau Bang district (4 yellow zones) and Phu Giao (2 orange locations, 7 yellow locations) to urgently implement specific solutions to achieve the goal of "greening" completely before August 31, 2021. Assigning Bac Tan Uyen district (3 yellow zones, 2 red zones) to strive to have no red zones in the area by August 31, 2021.
Ben Cat town still has many risk zones (03 red zones, 05 orange zones, 13 yellow zones), the town Steering Committee must focus on drastically implementing synchronous solutions so that by August 31, 2021, there will be no red zone in the area and maximum increase of the green zone. Speeding up the implementation of sampling and testing to ensure timely return of results and strengthening testing and screening at companies and enterprises in the area.
For green zone areas, it is necessary to identify the restoration of production as an important task; required the implementation of building 3 green model including "Green factory", "Green boarding house", "Green worker", to bring production back to the "new normal", ensuring pandemic prevention and control.
Assigning district-level People's Committees to guide enterprises outside industrial parks. The Industrial Zones Authority provides guidance for enterprises in the industrial parks. Immediately, districts urgently choose enterprises to pilot and learn from experience before large-scale deployment.
The Industrial Zones Authority conducts definitive vaccination for workers of "3-on-the-spot" enterprises in industrial parks, to be completed before August 30, 2021.
The Steering committees of districts and towns readily prepare vaccination plans in the coming time, ensuring vaccination on schedule, right subjects, paying attention to priority subjects.
The districts and towns identify public investment as a very important task after "greening" the area, as a driving force to promote the economy. From there, actively developing specific, appropriate and feasible plans and scenarios to promote the implementation of public investment projects that have been allocated capital.
In the coming time, the province will transfer F0 cases detected during screening in the Southern districts of the "red zone" to treatment facilities in the Northern districts - this is an important political task in the process of pandemic prevention and control; therefore, districts and towns in the "green zone" area readily prepare the necessary conditions to ensure the support work.
