​Accordingly, the departments, committees, branches, People's Committees of districts, towns and cities, the Steering Committee for Covid-19 prevention and control (referred to as the Steering Committee) at all levels according to their functions, tasks and competence assigned, continue to focus on leading, directing and organizing the thorough, strict, drastic and effective implementation of measures for Covid-19 prevention and control in the province. In which, paying special attention to the flexible and effective combination between focusing on directing and decentralizing implementation, ensuring to meet the requirements of pandemic prevention and control and socio-economic development in localities. Taking communes, wards and commune-level towns as "fortresses", people as "soldiers", serving as service centers and subjects of pandemic prevention and control.

Localities strictly implement Directive 16. In particular, for localities that strengthen social distancing (15 wards in Thuan An, Di An cities and Tan Uyen town), in addition to strictly complying with the provisions of Directive 16, people are required not to leave their houses, "stay where they are", quarantining person from person, house from house, commune, ward from commune, ward, etc., ensuring the requirements of health, food, foodstuffs, essential services and social order and safety for the people.

The head of the Party executive committee must directly lead, direct and take responsibility for the results of pandemic prevention and control in the locality.

The Covid-19 prevention and control is an urgent and long-term task; absolutely not be subjective, negligent, off guard; must always be ready for any possible pandemic situation. In the work of leadership, direction and organization of implementation, it is necessary to uphold the spirit of solidarity and unity; promote democracy, collective wisdom, stick to reality, be progressive, humble, listen; when implementing, it is necessary to be proactive, flexible, creative, not perfectionistic, not hasty, both to do and to learn from experience, to promptly supplement and perfect in accordance with the situation, achieving the highest efficiency.

According to general assessment, over the past time, the organization of implementation is still a weak stage, especially in some communes, wards and commune-level towns. Agencies, units and localities urgently overcome limitations and weaknesses, organize to implement more drastic, stricter and more effective solutions.

Social distancing is the decisive factor to minimize pandemic transmission; must strictly, practically and promptly quarantine the source of infection in the community, not to be "tight outside, loose inside". It must take advantage of the "golden time" in distancing to control the pandemic as quickly as possible.

Rapid testing on a large scale is the key to early detection, rapid quarantine, timely classification and appropriate and effective treatment of people infected with Covid-19 according to regulations of the Ministry of Health.

Treatment to reduce deaths is a top priority. Department of Health, People's Committees of districts, towns and cities and related agencies and units fully prepare facilities for collection, care and treatment of patients and people infected with Covid-19, ensuring adequate medical oxygen, medicine, equipment, supplies and medical personnel for these facilities; mobilize, train and allocate necessary human resources to localities with large number of infections and many severe patients; ensure timely classification, coordination and referral to treat all patients, especially those with severe developments; urgently establish mobile medical stations in localities, immediately arrange them in wards to strengthen social distancing, etc.

Ensuring social security is important. In areas where social distancing is implemented, it must ensure food, foodstuffs and essential services for the people, especially the poor, the elderly, women and children, group of disadvantaged and vulnerable people; mobilize all social resources, promote the spirit of solidarity, mutual love, mutual help, charitable and volunteering activities, not to let any people lack food or clothing. Speeding up the implementation of support for subjects under Resolution 68/NQ-CP of the Government, especially employees without labor contracts; completing packages of boarding house rent support (300,000 VND), food and foodstuff support (500,000 VND) to people before August 28, 2021; focusing on implementing the package of rice, food and foodstuff support for people in the wards that strengthen social distancing timely and on schedule.

Vaccines and medicine are the strategy. Organizing free, safe, timely and effective vaccinations, regardless of vaccines; not organizing fee-for-service vaccinations.

Ensuring security, social order and safety is an important task, especially in localities where social distancing is implemented, in industrial parks, clusters, and other production facilities, etc. Ensuring safety and security in cyberspace; strictly handling acts of providing, sharing false information, causing confusion to public opinion, and adversely affecting the province's pandemic prevention and control.
