Reporting on the pandemic situation in the province, Mr. Vo Van Minh - Chairman of the Provincial People's Committee said that as of August 24, 2021, Binh Duong recorded 73,425 cases in the 4th pandemic wave. The province has 15 wards/91 communes, wards and commune-level towns that are implementing absolute quarantine "stay where they are", "person quarantines person, house quarantines house". Currently, the province is treating 14,953 patients, 604 patients died, 898 people develop severe, etc.
At 21 Covid-19 patient treatment areas, there are 120 doctors, 295 nurses directly serving, and 166 support medical staff with the number of beds in the province to meet the treatment of 17,240 people.
Overview of the meeting
Up to the present time, there are 04 medical delegations that have completed the support program for the province, namely Hanoi Medical University (350 people), Tay Nguyen Medical University (40 people), Hai Duong Medical Technical University – 2nd delegation (319 people), Lam Dong Provincial Health Delegation (57 people).
According to Mr. Vo Van Minh, it is forecasted that in the next 2 weeks, more new cases of Covid-19 will be detected, especially when the province conducts the 3rd large-scale screening test, so the total number of new cases may increase by about 50,000 cases, bringing the total number of infections to 120,000 people.
Before the above situation, with the existing number of human resources, Binh Duong does not have enough resources to quell the pandemic as well as treat Covid-19 patients. Therefore, the province requested the Government and the Prime Minister to provide financial support for Binh Duong to serve the lockdown and tightening of the "red zone" in Thuan An city, Di An city and Tan Uyen town within 15 days, with the number of people in this area about 1.2 million people.
Requesting the Ministry of Health to urgently support medicine to treat Covid-19 patients with 10,000 doses of Remdesivir, 10,000 doses of Enoxaparin, and 10,000 doses of Molnupiravir for the province. Continuing to allocate more vaccines to inject about 2 million people in the "red zone" of the province.
Continuing to support the team of medical staff, specialist doctors in treatment facilities for Covid-19 patients (tier 2, tier 3) and equipment, machinery, including high-flow ventilators for the treatment of Covid-19 patients. Specifically, adding 1,500 more doctors and medical students, 4,000 nurses and technicians.
The Chairman of the Provincial People's Committee also proposed the Ministry of Health to support and strengthen more doctors and nurses for 100 mobile medical stations (each station 01 doctor and 02 nurses) to serve in the lockdown areas of the "red zone" area and promptly respond to outpatients who need support.
In addition, the Ministry of National Defense and the Ministry of Public Security continue to send local support forces in pandemic prevention and control with the number of about 500 people; support 50 emergency resuscitation doctors; 50 specialist doctors; 100 experienced emergency resuscitation nurses; 100 nurses, technicians. At the same time, supporting medical equipment in the treatment of Covid-19 patients.
Currently, Binh Duong is short of medical staff and doctors to fight the pandemic
At the meeting, the delegates discussed and suggested that the Ministry of Health consider increasing the force for Binh Duong because the level of pandemic spread and deep infection in Binh Duong is no less than that of some areas of Ho Chi Minh City. Currently, the province does not ensure enough 2 doctors and 3 nurses to take care of 100 F0 and while not receiving support, the province will arrange the coordination by itself. Regarding the treatment, Assoc.Prof.Dr. Nguyen Lan Hieu - Director of Hanoi Medical University Hospital, Medical Director of Binh Duong Field hospital of emergency resuscitation said: Currently, the province's 03 tiers of treatment have basically stabilized, the number of hospitalized patients and the number of recovered and discharged patients are similar. Di An City is expanding an quarantine area at the Vietnam National University Ho Chi Minh City. Thuan An city also cooperates with the private sector to expand the treatment tier. Field Hospital no. 4 (Vietnamese Germany) has extended support for Ben Cat Town and Tan Uyen Town. Currently, the tier 3 is still the most severe tier, during the week Becamex will open 100 more ICU beds for obstetric and pediatric Covid-19 patients. However, the most difficult problem Binh Duong is facing is the lack of medical staff to care for and treat patients. The province and the Health branch are calling for experienced nurses in private hospitals to participate in care and treatment. Regarding testing, Assoc.Prof.Dr. Nguyen Lan Hieu emphasized 6 subjects that need to be tested: People over 65 years of age, people with clinical symptoms that are different from those of the common flu, people with underlying diseases, pregnant women, children and F0 with severe symptoms. In the coming time, the province should have instructions for people to take samples by themselves at home to reduce pressure on the Health branch.
The Ministry of Health considers providing aid to Binh Duong as soon as possible
Speaking at the meeting, Deputy Prime Minister Vu Duc Dam assessed that the implementation of Directive 16 across the province has been promptly rectified, the province has mobilized local Police and Military forces to participate in inspection, lockdown at pandemic checkpoints and supporting people during social distancing. In particular, the coordination of F0 in "red zone" areas to "green zone" areas for quarantine and treatment in order to reduce the pressure on medical forces in the "red zones". The province also performs well in taking good care of people's lives in the province facing difficulties due to the pandemic.
Deputy Prime Minister Vu Duc Dam (right cover) speaks at the meeting
The Deputy Prime Minister noted that the province should pay attention to propagandize and mobilize people to join hands with the government to fight the pandemic and overcome difficulties during this period, specially, pay attention to the asymptomatic F0 cases who are under quarantine at home, in addition to the medicines being distributed, it is necessary to provide adequate nutrients for these cases to ensure their health.
The Deputy Prime Minister suggested the Ministry of Health and the Ministry of National Defense consider providing the earliest aid to Binh Duong province to fight the pandemic, especially the force of emergency resuscitation doctors and nurses. At the same time, guiding the testing and treatment of F0 at home for Binh Duong province.
Regarding the fact that Binh Duong cannot ensure enough 2 doctors and 3 nurses for 100 F0, the Deputy Prime Minister suggested that the officials who were sent by the Ministry of Health to Binh Duong to assist in the fight against the pandemic, immediately send a written document to the Ministry of Health asking to aid medical staff and doctors to come to Binh Duong for treatment support of Covid 19 patients; while waiting for help from the Ministry of Health, allowing Binh Duong province based on the actual situation to optimally arrange available human resources on the spot. The province takes the initiative to simplify the fastest F0 treatment referral procedure, adding the documents later so as not to lose track of the patient. The Deputy Prime Minister suggested that the province work with oxygen production and supply enterprises located in the province to prioritize the transfer and supply to the province to save transportation time. The Deputy Prime Minister noted that the implementation of large-scale screening test must have a proactive plan in collecting and receiving F0, rapidly stratifying treatment for symptomatic F0 and guiding quarantine and treatment at home for eligible asymptomatic F0. It is necessary to strengthen the work of information and propaganda so that people have a sense of strictly implementing Directive 16 and regulations on pandemic prevention and control, through propaganda, calling on the community to help each other. Calling for the case of F0 who has recovered from the disease and all retired medical staff and doctors to join in the fight against the pandemic.
