In recent times, due to the implementation of a large-scale screening test campaign in the community, the number of people suspected of Covid-19 being temporarily collected (pending PCR confirmation test results) has highly increased. Although branches and local authorities at all levels have made great efforts in arranging and basically ensuring the necessary conditions to serve people in temporary concentrated quarantine areas, but some places are still passive, sometimes not done carefully, leading to some people getting angry, giving information reflected on unofficial information channels.
To overcome the above situation, the Head of the Provincial Steering Committee for Covid-19 Prevention and Control requests the Head of the Steering Committee for Covid-19 Prevention and Control at district and commune levels to immediately review and correct the temporary collection of suspected Covid-19 cases in the area, focusing on performing a number of urgent tasks.
First, managing, organizing, arranging in a scientific and reasonable manner, and quickly bringing the person with suspected infection (after having a positive rapid test result) at the sampling area for testing to transfer to the temporary collection and quarantine area. At the same time, immediately conducting to take samples for PCR test to shorten the time waiting for confirmation test results of suspected F0.
The temporary collection and quarantine area must be established with the same organizational structure and management apparatus as a treatment facility for asymptomatic or mildly symptomatic Covid-19 patients (F0); fully prepare living and accommodation conditions to serve the minimum essential needs for suspected F0.
Arranging the force of doctors, nurses; Police, Military, volunteers, etc.; having a medical area and basic and minimal medical equipment for monitoring and temporary medical care (such as oxygen cylinders, SPO2 pulse oximeters, ensuring a base of emergency medicine, ambulance or rapid response team vehicle with oxygen in it) and ensuring security and order, strictly managing resolutely not to "tighten outside, loose inside" in these collection areas.
Arranging local mobile sampling teams to support and organize sampling for PCR confirmatory test as quickly as possible for all suspected cases at temporary quarantine and collection areas. Returning PCR test results within 10 hours of sampling for timely classification and rapid release of suspected F0.
Well implementing propaganda to stabilize thoughts, make people understand that the government puts suspected F0 in temporary collection areas for the purpose of preventing cross-contamination in the community and distributing F0 (after PCR test results are available) to transfer to the Covid-19 patient treatment facilities of upper tier or send home for self-quarantine and medical supervision according to regulations. In which, it is necessary to clearly inform people of the time to take samples for testing, return the PCR test results and the specific location of the facility that will treat the F0. Regarding cases with underlying diseases, the elderly, children and pregnant women, it must prioritize the arrangement of places with the best living and medical care conditions in temporary collection and quarantine areas; at the same time, give priority to return PCR test results to these subjects as soon as possible.
