The draft Regulation is built on the basis of the Law on Public Investment in 2019, Decree no. 40/2020/ND-CP dated April 06, 2020, Decree no. 06/2021/ND-CP dated January 26, 2021, Decree no. 10/2021/ND-CP dated February 09, 2021, Decree no. 15/2021/ND-CP dated March 03, 2021 of the Government and Circular no. 06/2021/TT-BXD dated June 30, 2021 of the Minister of Construction. Accordingly, specifying responsibilities of branches and levels in management of construction investment, quality, construction, construction maintenance, grant of construction permits and construction management in Binh Duong province.
It is applied to specialized construction management departments, district-level People's Committees, commune-level People's Committees, Binh Duong Industrial Zones Authority, relevant agencies, organizations and individuals.
Decision to promulgate this Regulation will replace Decision no. 13/2018/QD-UBND dated August 15, 2018 of the Provincial People's Committee promulgating the Regulation on granting construction permits and construction management in the province and Decision no. 14/2018/QD-UBND dated August 15, 2018 of the Provincial People's Committee promulgating the Regulation on decentralization of state management responsibilities for construction investment, quality and construction maintenance in Binh Duong province.
The comment period is from August 16 to 26, 2021.
