​Accordingly, continuing to take advantage of time, highly focus on directing drastically and urgently, especially testing to remove all F0 from the community. It is imperative that no people lack food, clothing, accommodation, or support; accelerating the implementation of the province's support policies in a practical way with cash, food and foodstuffs so that people can feel secure in their places; comply with regulations on pandemic prevention and control.  

Not allowing people to arbitrarily leave their residence in the province to return to their hometown. In case of detecting that someone has arbitrarily returned to their hometown from another province or city to come to the province, agencies, units and localities shall report to the Department of Labor, War Invalids and Social Affairs for consideration, handling and agreement with the destination provinces to receive, manage and transfer as soon as possible to ensure safety; who have not yet been transported back to their hometowns, they will be assigned by the Provincial Military Command to temporarily receive and put them in quarantine facilities managed by the Army.  

The Department of Labor, War Invalids and Social Affairs agrees with the relevant provinces, cities and localities to organize the safe and thoughtful transportation of necessary people back to their hometowns according to Plan no. 3886/KH-UBND dated 10 August 2021 of the Provincial People's Committee; paying special attention to prioritizing transportation for pregnant women near the time of giving birth, women raising small children.

The Provincial Industrial Zones Authority, Department of Industry and Trade, People's Committees of districts, towns and cities urgently guide and support enterprises to organize production to ensure safety under the direction of the Provincial Party Committee, Provincial People's Committee, Provincial Steering Committee for Covid-19 Prevention and Control.
