Accordingly, the Provincial People's Committee requires units and localities to actively implement synchronous measures. Specifically, for the "Green Enterprise" and "Green Worker" models, it is only allowed to operate for enterprises inside and outside industrial parks and clusters when ensuring safety in pandemic prevention and control in accordance with current regulations of the National Steering Committee for Covid-19 prevention and control and the Ministry of Health, especially Decision no. 2787/QD-BYT dated June 05, 2021. At the same time, it is necessary to strictly manage and control people and vehicles entering and exiting industrial parks and clusters, not be negligent, loose, and subjective, avoiding the situation of "tight outside, loose inside". Where there is no response, no safety assurance, it must resolutely handle to stop operation. The investors of industrial clusters and enterprises are requested to strictly manage information related to their employees; measure body temperature and ask workers to make a daily mandatory health declaration when coming to work. At the same time, it must ensure food safety and hygiene, security and order, and safety in production.
In addition, the enterprises must commit to properly, fully and proactively organize testing, contact the agency issuing the certificate of test results of each employee in their enterprises; simultaneously notify and send results to state management agencies and local authorities after each testing to serve post-inspection; are only allowed to organize production and business when conducted testing and screening for all workers and employees of the enterprise before entering the factory and during the operation and production by rapid antigen test or RT-PCR test of pooled samples, performing every 5 days.
For the establishment of "Green Worker" and "Green Boarding house" models, localities must actively coordinate with "Green Enterprise" to contact and mobilize boarding house owners and tenants to pilot and rearrange each room and boarding house in the direction of arranging for workers who work in the same enterprise to share one room or one row, if all conditions are met, all workers of the same factory or enterprise shall be arranged to live in the same boarding house or adjacent boarding houses.
At the employee's place of residence or boarding house, the local government is responsible for carrying out weekly screening test according to the regulations of the Health branch for all members of the house, household, and boarding house living with workers, employees of "Green Enterprise".
At the same time, promoting the role and strengthening the activities of the Covid-19 community Groups, especially the Covid-19 Groups in the boarding houses to get information related to each person, each household, and each boarding house's room; carefully supervising people moving in and out of existing areas and locations, especially F0 and F1 subjects subject to quarantine at home.
Regarding rapid antigen test, the "Green Enterprise" grants the certificate and must take full responsibility before the law for the confirmation of the test results of each employee in its enterprise.
Regarding PCR test which is certified by competent medical facilities, the Department of Health directs establishments licensed to grant certificates of PCR test results absolutely not to collect costs incurred outside the regulations.
The "Green Enterprises" are responsible for compiling a list of their workers and employees and sending to the commune People's Committees where the workers and employees reside in order to be granted with a travel certificate. The travel certificate must clearly state the address of the enterprise, the address of residence, and a route that the employee travels between the workplace and the resident place.
The Provincial Industrial Zones Authority, the Department of Industry and Trade and the district People's Committee in the "green zone" area guide and uniformly implement the 03 Green model in the same district-level area to ensure safety, rationality, science, efficiency and time saving; avoid causing congestion, crowding at the entrance and exit checkpoints when deploying.
