Ensuring social security when the distancing is prolonged

Following the direction of the Prime Minister at the Official Dispatch no. 1081/CD-TTg dated August 16, 2021, Binh Duong continues to implement social distancing across the province from 0:00 on August 16, 2021 to the end of August 22, 2021. After August 22, 2021, the following localities: Thu Dau Mot, Di An, Thuan An, Ben Cat and Tan Uyen will continue to perform distancing according to Directive 16 of the Prime Minister until the end of August 31, 2021. The province has promulgated a Plan to build "green zone" on the Covid-19 map, bringing Binh Duong back to the "new normal" from September 01, 2021.

At the press conference, representatives of press agencies paid special attention to the implementation of social security policies when Binh Duong continued to prolong social distancing. Besides, the province has any plan to coordinate to bring people who wish to return to their hometown.

Mr. Pham Van Tuyen - Deputy Director of the Department of Labor, War Invalids and Social Affairs said that implementing the Government's Resolution no. 68 and the Prime Minister's Decision no. 23 on a number of policies to support workers and employees facing difficulties due to the Covid-19 pandemic, the Provincial People's Council and People's Committee quickly issued implementation documents. In addition to the specified subjects, the province added employees who have not yet participated in Social Insurance (about 109,000 people). Up to now, the total number of cases supported under Resolution no. 68 is 162,296 applications with an amount of over 194 billion VND. The policy of reducing the payment of occupational accident and occupational disease insurance and the policy of suspending payment to the retirement and death fund has been implemented for 14,364 units with a total amount of nearly 406 billion VND. However, the difficulty in the current implementation of support is for enterprises that are temporarily suspended operation, and for employees to temporarily take unpaid leave. The Department is deploying information technology applications to quickly bring support packages to employees.

Besides, Binh Duong also supports rent for employees staying at boarding houses with the amount of 300,000 VND/person. Up to now, 42,781 people have been supported with the disbursed amount of 12,834 billion VND. Supporting food and foodstuffs for employees in difficult circumstances staying at boarding houses at the rate of 500,000 VND/person. Currently, 9/9 districts, towns and cities have deployed to the commune level and are reviewing and making a list of supported subjects as prescribed and submitting to the district People's Committee for approval. At the same time, the province has supported 107,324 cases (F0, F1, F2 and disadvantaged workers) with a total amount of 75.3 billion VND.

Disadvantaged employees staying at boarding houses due to the pandemic are supported by Binh Duong province in many forms

The province has a plan to transport employees back to their hometowns for localities that have requirements, giving priority to people with serious diseases and long-term illnesses; pregnant and women raising small children; elderly people, people with disabilities, children under 16 years old; people visiting relatives, dealing with work or going for medical examination and treatment are stuck in Binh Duong, freelance workers lose their jobs; other particularly disadvantaged cases. All of these subjects must meet the conditions that are not in the case of F0, F1, F2 and must follow the plan of receiving citizens returning to their respective localities of each province or city.

Binh Duong will continue to use resources to take care of people and workers, employees affected by the pandemic, ensuring social security in the area.

Regarding the press agency's report on the patient's death because 05 medical facilities refused to accept, the Provincial Police is continuing to investigate and clarify, on that basis, strictly handle any violations.

Sharing difficulties with the Health branch

According to Mr. Nguyen Hong Chuong - Director of the Department of Health, with the motto of quickly separating F0 from the community, the localities of the province are promoting the second phase of large-scale testing. Therefore, the number of cases has increased in recent days. With the support of medical human resources from the Ministry of Health and localities, Binh Duong can increase the number of treatment beds to over 30,000 beds, enough to meet the needs of patients in the province.

Binh Duong was distributed 544,060 doses of Covid-19 vaccine by the Ministry of Health. Up to now, it has basically completed the injection of the number of vaccines distributed. On August 14, 2021, the Ministry of Health promulgated Decision no. 3877/QD-BYT on the distribution of Covid-19 vaccines for phase 21 and 22. Accordingly, Binh Duong was distributed 250,000 doses of Astra Zeneca vaccine and 15,210 doses of Pfizer vaccine. The province will mobilize all resources to deploy injections as soon as possible.

The Director of the Department of Health wishes the press agencies and the people to share the difficulties of the Health branch in the current period. This is the driving force that creates strength to help the frontline team overcome difficulties, along with the entire political system to quell the pandemic as quickly as possible, bringing life back to the new normal.

Responding to the question from a press representative about the reorganization of production in the new situation, Mr. Bui Minh Tri - Head of the provincial Industrial Zones Authority said that the province has 1,370 enterprises with 141,000 employees  who are performing "3 on the spot" or "1 road, 2 locations" plan. The province's transparent motto is to only allow enterprises to conduct production and business activities when meeting the requirements of pandemic prevention and control. At this stage, the province's goal is to protect the "green zone", lock the "red zone", implement the 3-green model (green factory, green boarding house and green worker). The province pays special attention to employees' accommodation, travel routes and tightens production safety. Taking the role of enterprises' pandemic prevention and control to a higher level, giving priority to vaccination for workers and employees.

Leaders of provincial departments and branches also answered questions from representatives of press agencies about the operation of Call Center 1022, the plan to organize the new school year 2021-2022, etc.
