​Accordingly, agencies, units and local authorities are requested to urgently develop and implement the Pilot plan on rearranging accommodation (boarding house) of workers working in enterprises in the province in the direction that all workers in an enterprise will be arranged to stay in one or a number of "green" boarding houses so that enterprises can be qualified to organize production according to the "1 road, 2 locations" plan.

Immediately, establishing Groups to directly organize the pilot of surveying, mobilizing and rearranging boarding houses of workers and employees working at a number of enterprises inside and outside industrial parks and clusters.

Specifically, for industrial parks: Selecting Saigon Stec Co., Ltd (Road no. 7, VSIP 2 Industrial Park, Hoa Phu Ward, Thu Dau Mot City) as a point. Assigning the Head of the Provincial Industrial Zones Authority to be the Leader of the Industrial Parks Group and the composition including leaders of the Provincial Committee of Vietnam Fatherland Front, the Provincial Confederation of Labor, the Department of Construction, the Department of Labor, War Invalids and Social Affairs, Vice Chairman of Thu Dau Mot City People's Committee, Tan Uyen Town, Ben Cat Town, representative of VSIP 2 Company's Board of Directors and representative of Saigon Stec Co., Ltd. The group is responsible for statistics on the boarding houses of all workers of Saigon Stec Co., Ltd; organizing a survey, making "clean and green" the boarding houses where the Company's workers are staying. Propagating and mobilizing boarding house owners and workers to arrange the accommodation of all workers working at the Company into one or concentrated boarding houses in the "green zone" to implement the "1 road, 2 locations" plan. The Group leader convenes and assigns tasks to Group members to ensure good performance of assigned tasks.

For industrial clusters, assigning the Department of Industry and Trade to choose one or two enterprises as a point. Establishing a Group led by the Director of the Department of Industry and Trade; the composition and tasks of the Group are similar to the activities of the Industrial Parks Group.

Enterprises outside industrial zones and clusters are assigned to People's Committees of districts, towns and cities to actively choose one or two enterprises as a point; particularly, Tan Uyen town to choose Truong Thanh Furniture Corporation (Uyen Hung town) as a point. Each district, town or city establishes a Group headed by the Chairman of the People's Committee of the district, town or city; composition structure consists of appropriate agencies and units; the tasks of the Group are similar to the activities of the Industrial Parks Group.

Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Covid-19 Prevention and Control directly directs the implementation of this pilot. The Group leaders regularly report the situation and implementation results to the Secretary of the Provincial Party Committee.
