Resolutely maintaining "green zone"
To achieve the goal of maintaining and protecting the "green zone", stabilizing the situation to return to the new normal soon, localities have implemented synchronously and continuously groups of solutions. In which, the focus is on identifying risk areas, screening tests, and strictly implementing Directive 16.
As of August 12, 2021, Dau Tieng, Bau Bang, and Phu Giao districts no longer have "red zone" and are eligible for "green zone" announcement.
Particularly in Bac Tan Uyen district, there are 11/54 hamlets in the "red zone", 02 communes Hieu Liem and Lac An are assessed as "New normal", 03 communes (Dat Cuoc, Tan Thanh, Tan Binh) are assessed as "high risk". Up to now, the district has also completed the second screening test to protect the "green zone" with 11,000 pooled samples and large-scale rapid testing for 17,000 people in 10 communes and towns. The district has mobilized human resources with nearly 200 youth union members, teachers and civil servants participating in 8 large-scale rapid test teams; established 90 Covid-19 safety groups in enterprises with 300 members; 209 enterprises signed a commitment to implement the "3 on the spot" plan. The district continues to deploy thoroughly, synchronously, and on a large scale, today (August 13) the district conducts a review of high-risk areas, continuing to perform parallel testing and PCR sampling. After the results of the identification of a safe area with a "green zone" sign on it, mobilizing the Covid-19 community Group to strictly manage between the "green zone" and "red zone", well implementing the motto 04 on the spot, on the spirit of locking tightly the area immediately after "cleaning" it.
Overview of the meeting
For Ben Cat town, there are 07/44 hamlets and quarters in the "red zone"; 07/44 hamlets and quarters in the "orange zone"; 02 wards rated "New normal" (Thoi Hoa, Tan Dinh). Mr. Bui Duy Hien - Secretary of Ben Cat town Party Committee said that there are 3,995 F0 accumulated in the town, 810 positive cases through rapid test, in total, up to now, the town has 4,800 F0 cases. The town clearly identifies each area with 4 corresponding risk levels: "Very high risk", "High risk", "At risk", "New normal" for each area to each quarter, hamlet, and village. At the same time, promoting the effective operation of 700 Covid-19 community groups, 136 enterprises established 440 Covid-19 safety groups; 90 sampling teams in enterprises and 100 sampling teams in communes and wards. The town has lifted the lockdown of 160 areas with outbreaks, 375 lockdown areas are being tested for the second phase, and if eligible they will be lifted. The town has also organized vaccination for 43,000 people, but the actual need is 280,000 people, so it is recommended that the province increase the distribution of vaccines so that the town can administer vaccinations to "green zone", at risk areas.
Secretary of the Provincial Party Committee Nguyen Van Loi highly appreciated the efforts of localities in implementing the greening plan. In the coming time, the Secretary asked the localities not to be subjective and negligent, to make sure to have a plan in each field, to mobilize the entire political system to protect the achievements. The Standing Committee of the Provincial Steering Committee for Covid-19 Prevention and Control and the Special Working Group of "green zone" seriously receive and concretize in documents with opinions from the expert group of the Ministry of Health.
Organizing production to ensure "green factory, green worker and green boarding house"
Regarding bringing the "green zone" back to normal under new conditions, the Secretary of the Provincial Party Committee emphasized: "Localities need to pay attention to two important issues: reorganizing production and gradually expanding commercial services. Enterprises that want to operate must have a pandemic prevention and control plan. Accordingly, enterprises in industrial parks are approved by the Head of the Industrial Zones Authority, enterprises in industrial clusters are approved by the Director of the Department of Industry and Trade; enterprises outside industrial parks and clusters are approved by the Chairman of the People's Committee of the district, town or city. Trade, services, supermarkets and convenience stores are assigned to the Director of the Department of Industry and Trade for approval. The remaining markets and shops are approved by the Chairman of the People's Committee of the district and commune according to the decentralization. Any place that strictly follows the direction and meets the conditions will be reopened, otherwise it will be resolutely requested to stop operating. Regarding the production organization, ensuring that the boarding houses must be "green", the workers must be "green", the factory must be "green", if these three factors are not met, then production must be stopped".
The Secretary said: "In the condition that vaccines are not enough, prevention and control solutions are especially important, requiring enterprises to ensure the "3 green". Surveying and reorganizing according to the model of workers of a company living in a same boarding house which is eligible for safety and when entering the factory, they are tested and screened according to regulations. Or the model of a boarding house with workers working for many companies, it must be organized that the companies guarantee green, then boarding houses will be rated green. The province will select a number of companies as a point. It is recommended that the leaders of the "green zone" proceed to select a number of enterprises according to their competence to pilot".

The Secretary said that on testing issues, some units have not had the initiative in terms of force, they cannot wait for the province to provide support, but have to set up trade union groups to take samples; train the force on the spot to take samples. Testing is requested to be fast and thorough, and it is slow if many companies have not been tested, must organize a force to perform immediately, self-train, must be fast, thorough and combine PCR to ensure accuracy. Social policies to support workers affected by the pandemic must be completed quickly, if left too long, it will lose meaning. Despite being in the "green zone", localities must consolidate, maintain and strengthen the rapid response teams of "green zone" to handle F0 cases and to meet the demand.
Resolutely maintaining security and order in the "red zone", strictly implementing Directive 16+ in the "green zone" with red locations; it can implement Directive 16, or 15+ in the "green zone" and zones turning green within "red zone", assigning the Chairman of the Provincial People's Committee to have specific regulations. Protecting contiguous areas, strictly controlling "green zone", "red zone", even "yellow zone" with red locations must be locked.
Reporting at the meeting, Mr. Nguyen Van Dut - Deputy Director of the Provincial Police Department said: "The provincial police will advise on granting Certificate of "green zone" citizen, in order to control and protect the "green zone" and prevent the spread of pandemic. Assigning police of districts, towns and cities to advise Chairman of district-level People's Committees based on local pandemic situation to deploy. The process of granting and using the certificate, the Provincial Police will have written instructions for districts and towns to implement, the procedure is relatively simple, the certificate is only used during the province's implementation of Directive 16".
Regarding vaccination, the Industrial Zones Authority said that vaccination will be given for all enterprises in the "green zone" implementing "3 on-the-spot". Up to this point, 04 industrial parks with enterprises implementing "3 on the spot" have been completed vaccination, and the remaining parks have reached 70%. In the coming time, vaccination will be carried out for Bau Bang Industrial Park where about 7,000-8,000 workers perform "3 on the spot".
