In case the pandemic is controlled in October 2021 (reaching the goal of vaccinating over 95% of the population to approach community immunity and the pandemic in the provinces in the region is simultaneously well controlled), the production and business situation of enterprises recovers quickly, Industrial production index recovers at over 8%, exports maintains an increase of over 26%, total social investment reaches over 14%, etc., the expected GRDP growth rate will reach about 7%, lower than the provincial plan set out (8.5 - 8.7%).
With the scenario that the pandemic will not be controlled until December, the index of industrial production only recovers at over 7.8%, exports maintains an increase of about 12%, total social investment reaches over 12.3%, etc., the expected GRDP growth rate will reach only 6.4%, lower than the plan set out.
Although the pandemic is still complicated, Binh Duong is still consistent with "dual goal", mobilizing the entire political system to effectively quell the pandemic, and at the same time focusing on maintaining S-E development and restoring production and business in the last months of 2021.
Based on the contributions of the delegates, the Provincial People's Committee agreed not to adjust the S-E development plan. "This means accepting the high possibility of having to trade off not completing many of the planned goals in 2021, in order to keep the highest determination to mobilize the total strength of the entire political system, all classes of people and the enterprise community to work together to fulfill each target and field at the highest level in difficult conditions", Mr. Mai Ba Truoc - Director of the Department of Planning and Investment said.

Speaking at the meeting, Chairman of the Provincial People's Committee Vo Van Minh affirmed that by August 15, the Northern "green zone" districts will return to the new normal. Efforts will be made so that after August 30, the "red zone" localities will turn green and return to the new normal.

Permanent Vice Chairman of the Provincial People's Committee Mai Hung Dung said: "The most important issue now is to focus on pandemic prevention and control, when the pandemic is under control, the economy will gradually recover. It is neccessary to prepare for risky situations to proactively handle. Regarding the economic recovery plan, we must boldly promulgate and deploy it. In the process of performing, if there are any difficulties, we will find solutions to overcome them, because each enterprise has its own difficulties. We can't wait to build a perfect plan without bumping into reality."
Accordingly, 05 long-term solutions are actively built by Binh Duong for economic recovery in the remaining months of 2021, which is to focus on unlocking capital flows of investment and development. Accelerating the implementation of public investment projects in order to soon put cash flow into circulation, soon complete and put into use large and important infrastructure works, maximizing design capacity and S-E efficiency.
Creating breakthroughs in administrative procedure reform, cutting down on unnecessary administrative procedures, creating all favorable conditions and maximum transparency within the legal framework for all production, business, export and import activities of enterprises to promptly assist in overcoming the damage caused by the pandemic during the pandemic period. Studying to adjust the "1 road, 2 locations" plan in a more suitable and open way to encourage application for enterprises that cannot perform the "3 on-the-spot" plan. Vice Chairman of the Provincial People's Committee Nguyen Loc Ha said: "The solutions for economic recovery are well prepared; the important thing is how it is organized for implementation. Each department and unit actively builds a mechanism according to their competence to guide enterprises in implementation. Any problems need to be solved for enterprises must quickly support within the prescribed framework".
The final solution is to strengthen propaganda, to promptly provide official, public, transparent and objective information to stabilize psychology, strengthen trust, and create social consensus; promote propaganda of solutions of the Government, Ministries, branches and localities in proactive, synchronous and drastic prevention, control and response to the evolution of the pandemic and focus on removing difficulties, promoting production and business, ensuring social security, health and life of the people.
Concluding the meeting, Mr. Vo Van Minh emphasized that the remaining months of 2021 still have many difficulties and challenges, requiring all levels, branches and localities to make more efforts and strive to achieve the highest goals set out. The Chairman of the Provincial People's Committee completely agreed with the proposed economic recovery plan and solutions. The provincial Chairman requested branches and levels to urgently develop plans and options; concretize the directives and plans of the Provincial People's Committee in each locality and each unit in charge; and closely follow the direction of the Provincial Party Committee and the Provincial People's Committee to implement.
