​Accordingly, the Standing Committee of the Provincial Party Committee requested the Provincial Steering Committee for Covid-19 Prevention and Control to urgently establish a "green zone" and a "red zone" to focus on drastically implementing measures appropriate to each zone, determined by August 15, 2021 to bring the "green zone" back to normal operation under new conditions and by August 30, 2021 to bring the "red zone" and the entire Binh Duong province back to normal operation under new conditions.

The Office of the Provincial Party Committee and the Office of the Provincial People's Committee were assigned to urgently advise the Steering Committee to decide to establish 02 Special Groups to directly direct the pandemic prevention and control in the "green zone" (Phu Giao, Bac Tan Uyen, Dau Tieng, Bau Bang districts and Ben Cat town) and the "red zone" (Thu Dau Mot, Di An, Thuan An cities and Tan Uyen town). In which, assigning Mr. Nguyen Hoang Thao - Permanent Deputy Secretary of the Provincial Party Committee to be the Leader of the Special Group to direct the "red zone"; and Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee to be the Leader of the Special Group to direct the "green zone". The composition of the groups includes: Military, Police, Health, Commission for Mass Mobilization, Committee of Vietnam Fatherland Front, relevant agencies, infrastructure investors in industrial parks, clusters and a number of enterprises in the locality.

The two Leaders of the Special Groups have full discretion in directing to take measures to soon quell the pandemic and cut the pandemic to achieve the set goals. In which, directing to strictly implement Directive 16; further improve the ability to receive collection and treatment for F0 patients, limit the lowest level and prevent patients from dying at home and qurantine areas. Concentrating all resources, organizing the fastest Covid-19 vaccination, ensuring safety and effectiveness on schedule. Accelerating screening tests to quickly separate F0 from the community.

At the same time, consolidating and improving the quality of Call Center 1022 in association with the activities of the Group of Health Consultants; improving the quality of rapid response teams at all 3 levels of province, district, commune, having a mechanism to closely coordinate with the 113 Police force to meet all 3 goals: Timely responsing to health problems and situations; demand for food, foodstuffs and essential goods of the people; ensuring the security and order situation in the area, especially ensuring absolute safety in the quarantine and lockdown areas.

Further promoting the speed and efficiency of implementing social security policy packages  of the Central and provincial levels, ensuring that the support funds and gifts are delivered to the right hands of each subject as quickly as possible. Suspending operations for enterprises in the area that do not ensure compliance with regulations on pandemic prevention and control. Continuing to mobilize the entire political system to participate and direct the good implementation of information and propaganda work so that everyone understands and agrees to participate in effective implementation of pandemic prevention and control measures.
