In addition, continuing to more strictly, substantively, effectively, surely and tightly implement the distancing according to the principle people quarantining from people, family quarantining from family, resolutely asking people to "keep staying in their place" to thoroughly implement the distancing and quarantine as prescribed. Rapidly deploying testing in lockdown areas, with very high risk, high risk, people at high risk of infection, cases of cough and fever in the community to promptly detect, classify and bring Covid-19 cases (F0) to the collection and treatment facilities or guide treatment appropriate to the medical condition and local conditions; well organizing the coordination, sampling and return of test results in the fastest and most convenient way.
Along with that, preparing the highest possible plans for treatment, ensuring adequate oxygen, ventilators, emergency beds and other necessary conditions as soon as possible; completing and putting into use the fastest collection and treatment facilities according to the multi-tier tower model of the Ministry of Health; well organizing the management and coordination of resources to promptly receive and treat people infected with Covid-19 in order to reduce the rate of more severe developments at all tiers; in which, paying special attention to distinguishing infected people without symptoms from those with symptoms (patients) in order to organize appropriate management, monitoring and medical assistance, reducing the rate of asymptomatic people becoming symptomatic ones; taking the initiative in human resources, facilities and medical equipment, including mobilizing health resources from the branches and the private sector.
At the same time, speeding up vaccination; organizing many fixed and mobile vaccination sites, facilitating and ensuring safety and effectiveness for people vaccinated according to the provincial vaccination plan. Increasing to mobilize the participation of the entire political system, especially the political system at grassroots level; at the same time, calling on all people to share and sympathize with difficulties and complications in pandemic prevention and control and actively respond and participate in pandemic prevention and control for their own health, for the community and for the development of the country; continuing to mobilize all legal resources of the society for pandemic prevention and control.
Promoting and developing the role of inspection and supervision of the grassroots political system, strengthening the activities of the Covid-19 Community Group and the Covid-19 Safety Group in implementing measures for pandemic prevention and control, especially in each quarter, hamlet, alley, boarding house, etc. Promptly encouraging and commending organizations and individuals that do well and replicate good and effective models and ways in pandemic prevention and control; reminding, criticizing, reviewing and strictly handling violations according to regulations.
Paying special attention to directing and implementing drastically and more effectively the ensuring of circulation and supply of food, foodstuffs and essential necessities; using resources, including the local budget, to provide free the most essential food, foodstuffs for people in difficulty, ensuring that no one is deprived of food or clothing; and at the same time meeting the needs of medical care and health for the people at all times and places when necessary and absolutely ensuring security, safety and social order in the locality.
Urgently establishing and consolidating the System of Combat Information Centers and Rapid Response Teams for Covid-19 prevention and control according to the plan of the Provincial Steering Committee and ensuring the centralized, unified, transparent, timely and effective direction and administration.
Departments, branches and localities, according to their functions, tasks and competence, promptly and fully implement the support policies for enterprises and people promulgated by the Government and the Provincial People's Council.
The Department of Transport presides over, and coordinates with localities and relevant agencies in, deploying a plan to mobilize dedicated transport forces of people and enterprises to ensure conditions for pandemic prevention and control and health, connecting with the Call Centre 1022, the Combat Information Centers and Rapid Response Teams at provincial, district and commune levels to participate in transporting patients to medical facilities in a timely manner in case of need.
Departments, committees, branches, agencies and units; People's Committees of districts, towns and cities urgently organize the implementation of the assigned contents; in case of negligence, subjectivity, loss of vigilance, failure to strictly comply with regulations and guidelines for pandemic prevention and control, the head of the party executive committee or government of that unit or locality will be handled according to regulations.
