The arrangement of temporary locations is required to satisfy the following conditions: Ensuring the pandemic prevention and control; only trading in essential goods according to regulations; taking measures to well control the density and frequency of buyers and sellers; organizing to buy and sell on the one-way principle; the suitable number of business households, ensuring the distance between small traders and customers; well performing the 5K message and pandemic prevention and control in the process of buying and selling goods; organizations and individuals managing the market, sellers and employees at the temporary location (who work at the market) have been vaccinated with at least one dose of vaccine; regularly testing people working at the market to ensure safety in pandemic prevention and control.
For markets that are temporarily closed due to a Covid-19 case, the competent authority allows the market to reopen if the following requirements are met: 100% of organizations and individuals managing the market, selling goods, and employees at the market (who work at the market) have been vaccinated with at least one dose of vaccine; people working at the market (before returning to work) must be tested (by PCR method) and have valid negative results; cleaning and disinfecting the entire market and around the market as prescribed. Taking measures to control people working at the market and people buying and selling at the market, the density of buyers and sellers at the market ensures the regulations on pandemic prevention and control, keeping a safe distance as prescribed; all vehicles transporting goods in and out of the market must have a travel log for the authorities to check when necessary. Particularly for wholesale markets, arranging a rapid test area at the market (if possible), selling or providing necessary equipment for pandemic prevention and control at the market. Establishing a Group to strengthen support for pandemic prevention and control at the market; arranging a hotline phone number 24/24 to receive and support related to pandemic prevention and control, etc.
Related organizations and individuals at the market (allowed to reopen) must strictly comply with the requirements in the Guidelines for Covid-19 prevention and control at the market during the application of Directive 16/CT-TTg of the Prime Minister issued together with Official Dispatch no. 5858/BYT-MT dated July 21, 2021 of the Ministry of Health.
