Facing the complicated and unpredictable situation of the Covid-19 pandemic, the Provincial Party Committee and People's Committee of Binh Duong province have focused on directing the urgent, resolute and synchronous implementation of solutions to prevent and control the pandemic. In which, it is determined that the immediate establishment of the System of Combat Information Centers for Covid-19 prevention and control is the province's top priority, in order to improve the capacity to receive, issue commands, and coordinate rapid response forces to promptly solve people's pressing issues related to the Covid-19 prevention and control.
The System of Combat Information Centers for Covid-19 prevention and control inter-connects 3 levels of the province, district and commune, including the Provincial Combat Information Center and Provincial Rapid response teams; Combat Information Centers of 09 districts, towns and cities and district Rapid response teams; 91 Rapid response teams in 91 communes, wards and commune-level towns. The system of Combat Information Centers for Covid-19 prevention and control is under the direction and management of the Steering Committee for Covid-19 prevention and control.
Through this System of Combat Information Centers, a system of receiving, and issuing unified commands, coordinating Rapid response forces smoothly from provincial to commune level will be established, to promptly, effectively and efficiently handle people's reflections, requests and pressing concerns about health, support and relief, via Call Center 1022, press information, social networks, ensuring security, order and social safety during the time of Covid-19 pandemic in the province.
The Provincial Combat Information Center for Covid-19 prevention and control is located at the Operating Room of Becamex Hotel (Binh Duong New City). The Center has a direct role to receive the reflected information; analyze, issue commands to handle according to competence or report and seek opinions from the Provincial Steering Committee for Covid-19 Prevention and Control, the Center processes the information and issues commands for pandemic prevention and control; simultaneously, monitors and supervises the execution of commands and coordinate the activities of 24/7 Rapid response teams. The Center has the main participation of the Provincial Military Command, the Provincial Police Department, the Department of Health, the Department of Transport, the Red Cross Society, etc.

Speaking to direct at the ceremony, Secretary of the Provincial Party Committee Nguyen Van Loi emphasized that the important task of the Center System is to promptly inform the people's reflections and proposals to the competent authorities, in order to timely "save people, help people". Therefore, the work of receiving, coordinating and issuing commands to process information must be really effective. This is also a job that contributes to improving the operation quality of the Binh Duong Call Center 1022. The Secretary suggested the branches to coordinate and propose personnel to participate; the Health branch mobilizes retired doctors to participate in consultations at the Center. The Secretary emphasized that branches and levels thoroughly grasp the spirit of serious and substantive work, ensuring that people are consulted, patients are treated in time, essential goods must be delivered to people in need, security and order are guaranteed.
Mr. Le Tuan Anh - Director of the Department of Information and Communications said that at present, people's requests related to the Covid-19 pandemic have increased dramatically, focusing on information about cases, suspected infections, and pandemic related symptoms; demand for food, foodstuffs, reflections on violations of pandemic prevention and control; especially the requirements for emergency, transport of positive cases that are progressing severely but have not been taken to the hospital for treatment in time. It is forecasted that the number of people's calls to Binh Duong province’s Hotline system 1022 (Call Center 1022) to reflect and request support may increase to 10,000 to 15,000 calls per day. However, over the past time, the coordination and combination between agencies and units to handle emergency situations has many shortcomings, has not met the task requirements, has not responded in time and has not well solved people’s urgent and pressing issues.
The building of a system to receive, and issue unified commands, coordinate rapid response forces smoothly from the provincial to the commune level, with monitoring and supervision of the implementation is very necessary in the current context.
