From August 01, 2021 until further notice, shippers are allowed to only transport goods with two-wheeled motorcycles with the technology app to connect with customers to transport essential goods and must ensure pandemic prevention and control measures as prescribed during the implementation of social distancing in accordance with Directive 16.
Suppliers are requested to actively coordinate with functional agencies to adjust and supplement solutions to prevent and control the Covid-19 pandemic according to regulations, and manage and inspect shippers' activities. Reviewing the unit's shippers and making adjustments to reduce the number of shippers by 30% compared to before the implementation of Directive 16.
In addition to the usual identifying features: Uniforms, boxes, helmets, enterprise logos, enterprises' travel forms issued to shippers, order management apps that shippers are using; units proactively deploy to make ID badges for shippers (Card with name, picture, address, phone number of shipper, company confirmation for each shipper).
The units providing services need to organize operations by area to facilitate management, as well as prevent the risk of pandemic spread. Each shipper is only allowed to operate in 01 district, town or city.
For units that are not managed by technology app such as shippers of supermarkets, convenience stores, enterprises supplying essential goods, Post Offices, Viettel Post, etc. implement the management according to the required measures mentioned above and collect the registration list of shippers and send to the Department of Industry and Trade for confirmation.
Actively coordinating with health authorities to organize periodic rapid testing for the unit's shippers (performing testing every 3 days). Regularly reminding the shippers to strictly follow pandemic prevention and control measures during the process of participating in traffic as well as delivering goods. Periodically every day, registering the list of shippers and operating areas to the Department of Industry and Trade and the Department of Transport to synthesize into shared data of the management agency and serve lookup, identify shipper when necessary. Publishing the unit's hotline phone number for functional forces to coordinate, support, inspect and verify when necessary. Taking joint responsibility in case the unit's shipper violates the transportation purpose and does not meet the requirements of pandemic prevention and control as prescribed during operation.
