Accordingly, departments, committees and branches; People's Committees of districts and communes are requested to continue to prevent, control and quell the pandemic in a more determined, stronger and more practical way according to Directive 16 of the Prime Minister and the directive contents of the Provincial People's Committee on the implementation of urgent solutions to prevent and control the Covid-19 pandemic in the new situation.
The People's Committees of districts and communes coordinate with functional forces to strictly handle all individuals and vehicles traveling on the road without a legitimate reason according to regulations. At the same time, strengthening inspection and supervision, urging, reminding and promptly correcting the operation of checkpoints and control stations in performing tasks; continuing to direct the consolidation and effective promotion of the Community Covid Groups.
The Department of Health coordinates with units and localities to urgently advise the Provincial People's Committee to promulgate a decision to establish and immediately put into operation the Covid-19 Testing Center in Ben Cat to carry out confirmation tests and the Southern Covid-19 Testing Center to perform screening tests. Adjusting tactics to implement the Strategy for testing and screening according to the motto of "making sure and clean for each stage of work", separating F0 from the community, deploying F1 quarantine in concentrated quarantine areas or at private homes if all conditions are met according to regulations. For localities that pilot F0 quarantine at home, medical staff must be assigned to monitor, regularly check and must ensure that the quarantine is carried out in accordance with regulations and instructions of the Health branch.
Publicizing the Covid-19 vaccination Plan; rationally allocating the injected quantity to each unit and locality; ensuring quick, safe and correct vaccination according to regulations; paying attention to health protection for frontline force against the pandemic, equipping and providing adequate supplies and protective equipment; in case this force is infected, the best care and encouragement must be given.
The organization of quarantine and treatment at field hospitals and intensive care units (ICUs) must ensure enough force to meet the requirements, especially to prevent cross-contamination in the quarantine area; at the same time, it is necessary to calculate a plan to gradually withdraw the police force from the quarantine areas to perform the task of ensuring security and general order for the province.
Based on the pandemic developments, the actual situation and capacity of the province and the forecast in the coming time, the Department of Health advises the Provincial People's Committee to requisition facilities, mobilize and purchase equipment; propose and recommend to the Central Government and provinces and cities to support human resources and facilities for pandemic prevention and control; immediately develop a plan to meet and increase the treatment capacity for Covid-19 patients to 20,000 beds. At the same time, there must be a plan to receive severe F0 cases for treatment at a facility capable of handling and minimizing the number of deaths.
The Department of Industry and Trade coordinates with units and localities to connect and circulate goods between provinces and cities to ensure adequate supply of essential consumer goods, and stabilize prices of commodities through many suitable forms.
The Department of Labor – War Invalids and Social Affairs coordinates with the Department of Finance, the Department of Information and Communications, the district-level People's Committee and relevant units to proactively ensure social security; promptly and effectively implement the right subjects according to Resolution no. 68/NQ-CP, Decision no. 23/2021/QD-TTg and Decision no. 09/2021/QD-UBND dated July 16, 2021 of the Provincial People's Committee. At the same time, urgently establishing a quick response team and propagating, instructing people to contact the Call center receiving information 1022 to help people reflect on the situation in all areas of social life.
The Industrial zones Authority and district-level People's Committees must be proactive, drastic, and thorough in inspection and supervision and only allow production and business activities for establishments that meet the requirements of regulations on pandemic prevention and control; especially, must ensure the "03 on the spot" production plan or implement the "01 road, 02 locations" plan according to the regulations and guidance of the Health branch to contribute to the effective implementation of the pandemic prevention and control in the province.
The Provincial Military Command and the Provincial Police continue to direct the implementation of combat readiness, ensure national defense and security, and have a plan to effectively use the support forces; continue to well implement measures to protect quarantine areas, field hospitals, testing and vaccination points, important checkpoints and control stations. Continuing to strictly control people and vehicles at quarantine checkpoints and stations, inspecting and strictly handling cases of violations of security and order, violations in performing pandemic prevention and control activities.
The Department of Information and Communications directs news and press agencies to continue and regularly disseminate information with more frequency and form on the benefits of implementing social distancing according to Directive 16 of the Prime Minister for people and enterprises; the state's attention, support and care for people, employees, and Covid-19 cases.
The Provincial Committee of the Vietnam Fatherland Front, on the basis of summarizing the demand for medical equipment, machinery, testing, etc. that the Health branch is in need to implement the campaign plan to mobilize from organizations and individuals, enterprise community to join hands with the government to buy and donate, serving the pandemic prevention and control in the province.
