Current situation of System management and operation
Dau Tieng - Phuoc Hoa Irrigation System includes: Head works of Dau Tieng, Phuoc Hoa reservoirs, downstream of Dau Tieng lake, Phuoc Hoa lake on Saigon and Be Rivers, canal system and works on the canal, Phuoc Hoi-Ben Dinh drainage canal. This is currently the largest-scale irrigation system in our country, in which: Dau Tieng reservoir is located upstream of Saigon River in 3 provinces of Tay Ninh, Binh Duong and Binh Phuoc, and is a special important work related to national security. The work system was built in 1981 and put into operation in 1985, is a regulating reservoir for many years with a scale of special-grade reservoir designed to serve multi-purpose exploitation management. The canal and ditch system for irrigation and drainage is grade I and II works with a total length of about 150km and more than 300 work items of all kinds on the system.
Phuoc Hoa reservoir is formed by the rising dam located on the fourth step on Be River, the daily regulating reservoir with total capacity of 21 million m3, useful capacity of 2.45 million m3.
Phuoc Hoa Irrigation Project was handed over to Dau Tieng - Phuoc Hoa Company for management, operation, exploitation and protection by the Hydraulic Project Investment and Construction Management Board No.9 at the end of 2011. The reservoir is responsible for supplying water in place for Binh Duong and Binh Phuoc provinces with a flow of 20m3/s and transferring to Dau Tieng reservoir via the Phuoc Hoa - Dau Tieng canal with Qmax = 50m3/s for additional supply to Tay Ninh, Long An provinces and Ho Chi Minh City to use for residential, economic and environmental improvement purposes.
Dau Tieng - Phuoc Hoa Irrigation System
Currently, the system of works is spread over the area of 05 provinces and cities. With complicated and unpredictable developments in climate change and the speed of urbanization, the management, operation, exploitation and protection of irrigation works become increasingly difficult. In particular, the ratio of watershed forests is reduced, affecting the flow regime, the flood drainage corridor is narrowed. At the same time, the violation in the scope of the work protection is still complicated. On the other hand, the works has been invested, built and put into operation for more than 35 years, the work items are degraded due to the impact of time, rain and storms, often damaged; the quality of human resources is still limited for effective management, operation, exploitation and protection.
Strengthening coordination
To proactively adapt to all impacts of climate change to ensure absolute safe operation of works and downstream areas in the rainy season, floods in 2021 and the following years as well as improve the efficiency of the management, exploitation and protection of the Dau Tieng - Phuoc Hoa Irrigation System, the Ministry of Agriculture and Rural Development and the People's Committees of provinces and cities will promulgate the Regulation on coordination in the management, exploitation and protection of the Dau Tieng - Phuoc Hoa Irrigation System.
The Regulation consists of 3 chapters and 11 articles providing principles, responsibilities, modes and contents of coordination between the Ministry of Agriculture and Rural Development and the relevant provincial People's Committee in implementing the management, exploitation and protection of the Dau Tieng - Phuoc Hoa Irrigation System on the basis of the functions, tasks and powers of each party and according to the provisions of law.
Overview of the meeting
The parties shall, based on their respective powers, management functions and tasks, cooperate in directing; sharing information, documents; management, exploitation and protection of works; supervising, inspecting, handling violations, at the same time notifying the situation, coordinating in handling and resolving related cases; propagation and dissemination of the law.
Speaking at the meeting, Director General of the Directorate of Water Resources Nguyen Van Tinh noted, Dau Tieng - Phuoc Hoa Irrigation System is a particularly important project related to many fields, therefore, it is suggested that localities and concerned branches strictly implement the regulations; coordinate with the Ministry of Agriculture and Rural Development to deploy in a responsible, prudent and decisive spirit for the best results.
