Building and replicating typical cooperative models

​PORTAL - On April 07, in Binh Duong, Mr. Nguyen Thanh Truc - Vice Chairman of the Provincial People's Committee presided over to receive and work with the Central Committee's Delegation led by Mr. Phung Quoc Chi - Chief of the Office of the Steering Committee for Innovation and Development of Collective Economy (CE) and Cooperatives, Director of Cooperative Development Department, Ministry of Planning and Investment on the implementation of the 2012 Law on Cooperatives; the situation of innovating, developing and improving the efficiency of CE in Binh Duong province.

​​According to the report at the meeting, over 20 years of implementing the Resolution no. 13-NQ/TW dated March 18, 2002 of the 5th Conference, the 9th Party Central Executive Committee and 10 years of implementing the 2012 Law on Cooperatives, the CE of Binh Duong province has had strong changes in content, mode of operation and scale. Basically, the cooperatives were reorganized under the Law on Cooperatives, operated towards members, bringing benefits to members more, and members stick to cooperatives more. The number of cooperatives applying new and modern science and technology to production and business, and participating in hi-tech agricultural production is increasing, especially agricultural cooperatives have been operating in association with key products of the region, implementing chain linkage. Many cooperatives associate with supermarkets and large enterprises to expand consumption markets, contributing to improving product quality, competitiveness as well as actively researching and expanding markets not only domestically but also for export. The newly established cooperatives and cooperative groups have initially complied with the provisions of law, organized and operated according to principles, making important contributions to the socio-economic development of the locality.

Overview of the meeting

Since the 2012 Law on Cooperatives, the number of cooperatives in the entire province from 111 cooperatives with a total charter capital of 595 billion 450 million VND has increased to 199 cooperatives with a total charter capital of 831 billion 418 million VND by the end of 2020, annual growth rate of 4.3%. Currently, 100% of cooperatives have changed their organizational forms and operate in accordance with the 2012 Law on Cooperatives. The number of cooperative managers reaching elementary and intermediate qualifications is 39%; reaching college, university or higher qualifications is 61%; the ratio of vocationally trained staff compared with the total number of employees reaches 85%.

However, in 2020, the production and business activities of cooperatives and People's Credit Funds faced many difficulties due to the impact of Covid-19 pandemic; total revenue is estimated at 1,423 billion VND, reaching 85% of the 2020 plan.

At the meeting, the Delegation and members of the provincial Steering Committee for innovation and development of EC and cooperatives discussed issues around the replication of typical cooperative models, promoting the development of Cooperatives producing organic products; supporting the development of infrastructure and raw materials for cooperatives; promoting cooperatives to transact on e-commerce exchanges, etc.

Speaking at the meeting, Mr. Phung Quoc Chi assessed that Binh Duong has the right strategy in cooperative development. He suggested the province continue to consolidate the Steering Committee for innovation and development of CE and cooperatives synchronously, throughout from the province to the locality; to build and replicate typical and diverse cooperative models in many fields; at the same time, to deploy the documents of the Central committee to have solutions to promptly support cooperatives in the province to develop well, bringing benefits to people when joining the linkage for production. In parallel, continuing to deploy the model to attract young human resources who graduated from universities and colleges to work in cooperatives; actively supporting cooperatives to participate in electronic exchanges to boost product promotion and brand building.

On this occasion, the Delegation went for a field survey at Nhan Duc Agricultural Cooperative (Hieu Liem commune, Bac Tan Uyen district) and Tan My fruit tree cooperative (Tan My commune, Bac Tan Uyen district).
