Accordingly, the Department has the function of advising and assisting the Provincial People's Committee in the state management of education and training in the locality according to the provisions of law and performing the duties and powers as decentralized and authorized by the Provincial People's Committee, Chairman of the Provincial People's Committee.
The Department is responsible for leading and coordinating with relevant agencies to submit to the Provincial People's Committee draft decisions on decentralization, authorization of state management tasks in sectors and fields to the Department, District People's Committee; specifying the functions, duties, powers and organizational structure of the Department; carrying out the socialization of public non-business service provision activities by sectors and fields under the authority of the Provincial People's Committee and as decentralized by superior state agencies.
At the same time, promulgating documents guiding and implementing legal documents on education; plan to integrate the content of the network of educational and training institutions into the provincial planning according to the Planning Law and relevant regulations; plans to develop education in the province, etc.
In terms of organizational structure, the Department has a Director and no more than 03 Deputy Directors. Specialized and professional Divisions include Office, Inspectorate, Division of Organization and Personnel, Division of Planning and Finance, Division of Preschool and Primary Education, Department of Secondary – Continuing Education, Division of Examination and Educational Quality Management. Each organization has 1 head and no more than 02 deputies. Public non-business units under the Department: High schools; Center for Continuing Education and Professional Fostering.
Compared to Decision no. 52/2015/QD-UBND, this Decision has changed the organizational structure of specialized and professional divisions under the Department of Education and Training, streamlined to only 07 divisions (down 03 divisions), at the same time specified the number of people, the number of divisions' deputies according to Decree no. 107/2020/ND-CP of the Government and Circular no. 12/2020/TT-BGDDT of the Ministry of Education and Training.
