This Decision takes effect from March 26, 2021 and replaces Decision no. 3471/QD-UBND dated December 11, 2017 of Binh Duong Provincial Steering Committee for Information Technology Application and Development and Decision no. 3612/QD-UBND dated December 19, 2018 of the Provincial People's Committee on the establishment of Binh Duong provincial Steering Committee for the construction of e-government and Smart city.
Accordingly, establishing the Steering Committee with 23 members, of which Mr. Nguyen Hoang Thao - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee is the Head of the Steering Committee; Mr. Mai Hung Dung - Member of Provincial Standing Committee, Permanent Vice Chairman of Provincial People's Committee is Deputy Head of the Steering Committee; Mr. Lai Xuan Thanh - Director of Department of Information and Communications, Chairman of the Provincial Union of Science and Technology Associations is a permanent member; Other members are leaders of departments, committees, branches, telecommunications enterprises, universities in the province.
The Steering Committee has functions and responsibilities to research and propose to the Provincial People's Committee on guidelines, strategies, mechanisms and policies to create the legal environment to promote the building of digital government, digital economy and digital society, facilitating the development of the 4th Industrial Revolution in Binh Duong. Implement international cooperation; learn from implementing experience to propose options, policies, solutions, and orientation to apply information technology to serve the construction and development of Binh Duong Smart City. Advising the Provincial People's Committee to direct departments, committees, branches and district-level People's Committees to implement objectives, tasks and solutions to build, develop digital government and apply information technology to build Binh Duong Smart City.
At the same time, directing, urging and coordinating the implementation of the Plan for the Digital Transformation Program of Binh Duong province up to 2025, with a vision to 2030 to ensure the set objectives and progress; emergency response to computer incidents and ensure network information security in Binh Duong province.
The Head of Steering Committee decides to promulgate the Working Regulation of the Steering Committee; chairs the meetings of the Steering Committee and conferences of members of the Steering Committee. The Steering Committee meets at least once a year, and ad-hoc meetings are held upon request. When necessary, the Steering Committee establishes advisory groups on professional issues including representatives of a number of related organizations, domestic and foreign experts who are invited to work on assignments and on a fixed-term basis. Members of the Steering Committee work part-time and receive the regimes under the current regulations.
