Accordingly, the applied subjects are agencies and units using funds to serve the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021 - 2026 tenure. Pursuant to the guidance in Circular no. 102/2020/TT-BTC dated November 23, 2020 of the Ministry of Finance, this Decision specifies expenditure levels for the following contents: Expenditure for organizing conferences and training courses for cadres participating in the election organization; expenditure for fostering meetings of the Election Steering Committee, Election Committee (EC), Subcommittee under EC, Assisting Team of Election Steering Committee, Assisting Team of EC, Election Board, Provincial Committee of Vietnam Fatherland Front and other meetings for election; expenditure for election direction, inspection and supervision of the EC of the National Assembly and provincial People's Council deputies, Subcommittees under EC, Provincial Committee of Vietnam Fatherland Front; expenditure for building reports on the results of the inspection, supervision and fostering of people directly serving in the election; expenditure for support of mobile phone charges, citizen reception, settlement of complaints and denunciations about election, etc. Expenditure levels are different at the provincial, district and commune levels.
Particularly for the Election Teams, expenditure for fostering for members of the Election Teams is 300,000 VND/person/month. Funding for operation of the Election Teams (decoration, stationery, tampong, seal ink, water and electricity, renting canopy, drinking water, etc.): maximum expenditure of 3,000,000 VND/team.
Other expenditure contents comply with current law provisions.
Funding for the election must be closely managed by agencies and units, spent in accordance with the regimes, for the right purposes and effectively; using available pre-election facilities, mobilizing the means being equipped at agencies and units to serve the election mission to ensure expenditure savings for the state budget. A person who concurrently hold many different tasks only enjoy the highest level of support.
After the end of the election, within 75 days, the ECs, Election Boards, Election Teams, relevant agencies and units, which are allocated election funds, carry out the settlement of used election funds with financial agencies of the same level in accordance with the Law on State Budget and guiding documents.
